Job Summary:

Provide technical assistance in support of surveillance, monitoring and evaluation (M&E) activities to the Act to End NTDs | West Program in Senegal; and in the development and dissemination of tools, materials, reports, papers, and intervention linked research. Provide technical guidance by designing and developing M&E systems and procedures for funded programs. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. Work closely with the program team to ensure

compatibility and coordination within the existing M&E framework, and consistency with national and donor requirements. Work on data analysis and use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps. Work on assessments and other routine program monitoring and evaluation activities across the organization. Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements. Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems. Provide technical guidance on design, development and implementation of the project M&E strategy, build capacity in country to develop, manage and operationalize M&E systems and plans that are aligned to program strategy, and permit quality reporting. Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting. Participate in national and donor M&E TWG or other forum when the opportunity arises.

Accountabilities:

  • Develop and directly contribute to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
  • Develop and support the design and implementation of baseline, mid-term and end of project evaluations, surveys and other components of the program’s M&E system.
  • Provide M&E technical advice to the program.
  • Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
  • Provide technical support for M&E related to NTDs.
  • Build upon industry and experiences to improve consistency, quality and practicality of M&E strategies; promote dissemination and use of lessons learned within international partner organizations.
  • Review M&E plans and PMPs for quality and adherence to donor requirements.
  • Collect lessons learned from programs and collaborate with senior management to assure M&E components are of high quality and improve processes and practices in data analysis.
  • Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
  • Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
  • Provide quality and timely submission of all required project reports.
  • Liaise with national, multisectoral and donor M&E technical working groups and colleagues to ensure program provides complementary support and contribution to evolution of country M&E systems.
  • Oversee capacity building activities on M&E topics, including the development of workshop materials, webinars, the design and management of workshops for implementing partners, the development of technical briefs, learning modules, and M&E guides.
  • Contributes to planning and making recommendations for program concept, operations, and/or implementation.
  • Influences design and scope of initiatives and programs.
  • Represents the organization to external entities at professional meetings and conferences.
  • Performs other duties as assigned.

Education:

  • Four-year Bachelor’s degree is required. Advanced degree in Public Health, Epidemiology, Biostatistics, Demography and Population Studies, or related field is preferred.

Experience:

  • Typically requires 8+ years of relevant professional experience in the field of public health, preferably in NTDs.
  • Experience with USAID-funded activities, preferably in monitoring, evaluation and reporting.
  • Experience designing and implementing M&E systems and working on NTDs is required.
  • Highly skilled in the use of MS-Excel.
  • Experience designing, conducting, and interpreting results of surveys. Experience with electronic data capture platforms will be a plus.
  • Experience with US government rules and regulations and work experience in an international NGO environment, desired.
  • Proven skills in mentoring, leadership and networking.
  • Proficiency in English desired.
