The Regional Support Office in Nairobi works with staff and partners in the region to bring about positive and lasting changes in people’s lives. Core to Trócaire’s approach in the region is civil society strengthening and organisational development.

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is responsible for the coordination and delivery of the MEAL component of Trócaire’s programmes (specifically in Sudan and Somalia) in collaboration with partner agencies as well as ensuring that Trócaire continues to be a learning organisation and that we are accountable to beneficiaries, donors and other stakeholders.

Reporting to The Head of Programmes, this is a Fixed Term contract for a period of one year and is based in Nairobi with frequent travel to programme locations (approx. 50%).

Key Duties & Responsibilities

MEAL Programme Management

· Develop and manage a comprehensive MEAL strategy, including the development and implementation of MEAL frameworks and SOPs for Country programmes.

· Develop and design M&E frameworks for each project, with technical inputs by the Programme Advisors, ensuring the effective use of M&E tools and practices for successful implementation of a project performance monitoring plan.

· Ensure that all MEAL activities are implemented according to agreed budgets, timeframes and quality standards.

· Maintain oversight for the technical quality of the MEAL function, working closely with programme staff.

· Closely monitor implementation of MEAL activities to ensure timely and effective delivery of outputs

· Plan, manage and participate in regular monitoring visits to the field with the support of the programme teams.

· Ensure that all MEAL activities comply with relevant humanitarian principles.

· Ensure that principles of gender equity, protection and Do No Harm are adhered to in the implementation of all MEAL activities.

· Support the Head of Programmes to complete the Annual Programme Review process ensuring that the review provides clear evidence of progress and challenges and that it meets internal and external reporting requirements.

Programme quality

· Design and manage systems to capture learning on a regular basis and to communicate lessons, both internally and externally.

· Design and lead initiatives to improve MEAL performance and capacity in all programmes and projects

· Oversee the collection of and reporting on impact, outcome indicators required by the organization and donors, in collaboration with partners and project staff.

· Ensure that programmes have appropriate and effective M&E systems that meet Sphere, CHS and other relevant standards.

· Ensure that accountability to beneficiaries and their involvement at every stage of the project cycle is the critical lens though which an M&E framework is designed

· Support the project teams on regular monitoring of the M&E framework for each project and alert Program Coordinators and Head of Programmes to any shortcomings or concerns via a monthly M&E report.

· Develop a simple activity mapping methodology for use by field teams, including the capture and presentation of basic information on activities (location project name, Donor, photographic evidence, implementation dates etc.)

HMIS Support

· Ensure the timely collection, compilation and recording in the HMIS database and transmission of data to Program Coordinator and other relevant stakeholders for analysis and action.

· Actively follow-up with health facilities (Sudan and Somalia) to ensure that data is received on time, having been verified by the relevant coordinators for accuracy and quality and will raise queries with regard to any obvious gaps or anomalies.

· Prepare statistical reports and graphic presentations of information for internal and external use in a timely manner

· Send out weekly surveillance data to WHO and monthly data to UNICEF

· Conduct regular backup of the health data on a reliable media to preserve the institutional records under the supervision of the Head of Programmes.

· Provide feedback, dissemination and analysis of health information from health facilities in the region as the need arises.

Communication/Information Management:

· Develop and maintain good working relations with HQ, programme teams, partner organizations and communities.

· Ensure that Trócaire continues to be a learning organisation through the exchange of information and experience within Trócaire and among partner organizations.

· Assist in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying MEAL findings, information, lessons learned, and best practices among Trócaire, its donors and partner staff.

· Collaborate with the Communications Officer to establish effective mechanisms/ channels for communicating programme learning, both internally and externally.

· Serve as primary contact person on M&E for the Regional Support Office.

Institutional Funding

· Review M&E aspects of funding applications and advise on all concept notes, expressions of interest, proposals

· Develop MEAL strategies and frameworks for all donor funded projects, working in collaboration with programme teams, including the development of MEAL workplans and budgets

· Ensure that MEAL for all institutional funded projects is managed in line with donor requirements and that reports are prepared and submitted in a timely manner, in compliance with donor needs

· Manage the collection of all MEAL data for donor reporting, and ensure that the MEAL components of reflect an attention to detial and high quality standards.

· Ensure that the staff of partner organizations understand donor grant MEAL reporting requirements and have the capacity to meet these standards

Networking

· Network and coordinate with external stakeholders on issues of programme quality and MEAL (e.g. IAWG working group on Quality and Accountability).

Any other duty consistent with the role that may be assigned by the line manager.

Person Specification – Essential Requirements

Qualification

· Masters degree or minimum a Bachelor’s degree in Public Health Health, Development Studies, Social Sciences, M&E.

Experience

· At least 3 years of experience in the monitoring and evaluation of development and humanitarian projects

· Project cycle management using results frameworks and/ or logical

· Frameworks

· Experience in one or more of the following technical areas: health services delivery; child health/nutrition; education; protection.

· Strong understanding of institutional donor rules and regulations in Quality and M&E.

· Knowledge of remote management of M&E design and quantitative and qualitative evaluation

Skills

· Proven strategic thinking and planning skills including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress.

· Proven technical skills in data management, M&E and assessments with experience related to monitoring and evaluation of projects

· Ability to work in a complex organisation & consortium/partner structure.

· Demonstrated ability to lead & work in a team.

· Excellent and proven organisational skills.

· Highly developed relationship, negotiation and interpersonal skills.
