Role overview

The focus of the position will be to support the CHW programme team and partner organizations in operationalization of MER systems, data management (validation of data, data quality checks, data improvement), analysis and reporting. The Monitoring and Evaluation (M&E) Officer will report to the M&E Manager and QI Manager based at the ICAP Head Office in Centurion.

The M&E Officer will analyse, interpret and use data for programme improvement through training, mentoring and the development of systems and processes.

Roles and responsibilities:

Data Collection. Analysis and Reporting:

  • Capture, verify and validate programmatic data to ensure high quality and timely data submission
  • Analyse, interpret, summarise and visualise programmatic data
  • Provide data analytic support to programme staff for programme quality improvement
  • Support evaluation activities
  • Review the performance data of service delivery sites on a daily, weekly, monthly, quarterly basis and provide written feedback achievement against targets
  • Ensure weekly and monthly dashboards are generated for all sites
  • Monitor weekly and monthly dashboards/data runs for each service delivery site to help monitor progress against targets and identify epidemiological trends in the data
  • Escalate any M&E and QI related issues to M&E Manager and QI Manager
  • Support M&E manager with donor reporting (DATIM) and ad-hoc reporting requests

Data Review, Usage, Archiving:

  • Develop data usage methodologies and processes and roll these out nationally
  • Promote data usage through feedback, training, mentoring and other technical assistance and capacity building activities
  • Ensure that sites host regular data review and usage meetings
  • Support the development of data usage plans to improve programme quality and monitor the implementation of such plans
  • Archive and store data as per the ICAP regulations

M&E System and Process Development

  • Support the development of M&E and QI tools, SOPs and processes and ensure that national roll out and monitoring takes place
  • Liaise with PEPFAR Implementing partners to develop and improve the tracking of linkage to care in accordance with the UNAIDS 90-90-90 strategy
  • Provide technical support to stakeholders pertaining to the ICAP M & E system
  • Support the development and use of data management systems

Human Resources and Mentoring

  • Support, manage and train Outreach Team Leaders (OTLs), Master Trainers (MTs) and District Support Partners (DSPs) in M & E and Quality Improvement activities
  • Train and mentor ICAP program staff, MTs, DSPs and OTLs based in the relevant Provinces on data analysis and usage

RTC Technical Support

  • Support the RTC M&E activities as delegated by the RTC Manager during downtime periods pertaining to the ICAP CHW Training program.
  • Perform other related duties as directed.

MINIMUM REQUIRED EXPERIENCE & SKILLS

  • 3 Year degree in public health sciences, quantitative social sciences, statistics/biostatistics or health information sciences
  • At least 2 years’ experience with HIV, AIDS and STI programme data
  • At least 2 years’ experience in data/information management
  • Previous exposure within a NGO/NPO environment
  • Good communication, interpersonal and conflict management skill
  • Ability to write routine reports and correspondence
  • Strong Microsoft Office and Excel proficiency
  • Attention to detail, good time management and monitoring skills
  • Willing to work overtime, weekends and/or irregular hours
  • Clear criminal record
  • Valid driver’s Licence

Travel

The job may require the successful candidate to travel long distances and to be accommodated in different places around the country

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
