ABOUT THE MISSION

In Mozambique, SI first intervened in March 2019 following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira. Operations were suspended after the emergency phase. In the past years, the situation in Cabo Delgado province has deteriorated significantly, being hit by several cyclones and severely affected by the violent actions of armed groups claiming to belong to the Islamic State, causing a massive displacement of nearly 700 000 people.

In June 2021, SI established its coordination base in Pemba and an operational base in Mueda. In 2022, another operational base will be opened in Palma. SI has now a full team in place both at base and coordination level. In total, the mission counts 19 expatriates and 72 national staffs for a global budget of around 4,200,000 EUR which will grow in the coming months.

ABOUT THE JOB

The Deputy Administrative Manager supports the Administrative Manager in the finance and HR management at base level. He/She is in charge of ensuring the implementation and knowledge of accountancy, Finance and Human Resources processes in compliance with donor and Solidarités International rules and procedures at base level. The Deputy Administrative Manager also manages and trains the administrative team under his/her supervision.

Specific stakes and challenges

  • Support in the recruitment of the administrative team taking into account the difficulties to recruit high qualified candidates;
  • Direct management of a team that will be newly recruited;
  • Facilitate program/logistics communication with the admin department at base level in term of cash needs/requests;
  • Helping to absorb the growth of the base.

Priorities for the 2/3 first months :

  • Take over accounting management of the base
  • Take over management of recruitments up to B3 level

Priorities for the first 4-6 months

  • Capacity building of the administrative team
  • Manage the OFU in direct coordination with the PMs and Logistics Manager

YOUR PROFILE

Education and experience:

  • Diploma and/or experience in HR and Finance
  • Previous experience with SI is an asset
  • Previous experience in the relevant field (HR and/or Finance) is much appreciated

Skills and qualities:

  • Budget management knowledges
  • Organizational and Analytical skills;
  • Knowledge of HOMERE and SAGA would give a strong advantage
  • Management Skills and HR appetence
  • Attention to detail, high level of rigor and ability to meet deadlines;
  • Demonstrated flexibility and adaptability;
  • Team player and ability to coach and motivate the team;
  • Excellent interpersonal and communication skills: ability to effectively liaise with and motivate people in a multi-cultural environment;
  • English is mandatory as well as one of these languages: Portuguese (preferred), Spanish or Italian (fluent)
  • Strong commitment to humanitarian work and principles;
  • Cultural sensitivity
  • Ability to cope with stress; work under pressure with strict deadlines.

Languages: Portuguese or Spanish and English are mandatory.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

A salaried post:
According to experience, starting from 1 800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
