ABOUT THE MISSION

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission is opening in a complex security and administrative environment, where access will be a major issue.

Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. SI has completed its opening phase, and diversified its activities in 2022. A new field base (in Palma) is opening and multiple new projects are opening.

In 2021, Solidarites International developed a WASH response in Mueda Districts complemented by an emergency response to provide survival kits to newly displaced families. The WASH programs are focusing on in one hand supporting IDPs sites by providing water, sanitation and hygiene solution rapidly through emergency solution, and on the other hand working to improve the water network of the city in a more sustainable approach. SI also implemented a limited Shelter/NFI response in displacement sites in Mueda.

Since 2021, SI carried out WASH emergency activities thanks to the Start fund, UNICEF and SDC fundings to respond to the humanitarian needs of in and out of camp IDPs, as well as host communities. SI also developed a strong shelter/NFI component with UNHCR funds in the country, mainly in IDPs sites, and has expanded its support to the affected population with general food distribution in Nangade in the past months (WFP funds). This expertise led SI to implement emergency NFI distributions as well as more sustainable shelter responses to respond to the needs of the populations living in the relocation camps.

In 2022, mission expanded into integrated, multi-sectorial programming including: NFI, CCCM, Shelter, Food, WASH, RRM and Livelihoods. This scale up in terms of sectors is also reflected in term of geography, with new areas of interventions such as Palma, Muindumbe, Nangade, and all other new accessible areas in the province.

ABOUT THE JOB

General objectives

The logistics coordinator pilot logistics activities of the mission to ensure the smooth running of SI programs in the country. He/ she ensures the implementation of SI procedures and logistics tools on the mission as well as their compliance and proper use, and compliance with donor requirements. He / she contribute to design the mission strategy, drafting and design projects necessary means and activities. He/she supports the head of mission by implementing security measures, providing logistic means, and back up of the CD in case of absence. He/She is the referent on the mission and the link between headquarters and the mission for any issue related to logistics

Specific stakes and challenges

  • Mission went through a rapid growth and as a result the systems/follow ups that are in place constantly “falls behind”, requiring periodic work to “catch up” with real data and updates on processes in place to make daily work more efficient.
  • As a result of rapid expansion, the procurement volume of the bases went very high (500K EUR per month) and will continue to grow in the next 3-4 months. This reflects on the team as workload and as “compliance risks” due to contracting under pressure/high speed.
  • Difficult suppliers’ environment with lack of experience make it difficult to implement successfully calls for tender.
  • Purchase of technical material for water infrastructure projects to source outside of SI areas of intervention and internationally (inter-city shipments, identification of FFWDs etc).
  • High turnover at base and coordination level with frequent gap within the logistic teams.
  • High warehousing operations linked to WFP General Food Distributions that require strong follow up to avoid losses/theft and ensure compliance in terms of documentation.
  • Fleet continues to grow as the funding/team sizes of the mission increase. Requires good level of follow up in terms of fuel, maintenance FU.
  • IT skills in the country and team in place is very limited, thus requires extensive guidance from log coo. An IT officer is recommended and included in the mission strategy/organogram.
  • As of now, no budget visibility in the mission (No Boussol, No LFU)

Priorities for the 2/3 first months:

  • Clarification of Roles and Responsibilities among the role team (LMs, Dep LC, Pemba Log Team)
  • Improvement of Archiving Structure at All Bases (Per donor archiving, both digital and physical)
  • Kick Start of Palma Program Operations (Opening of the Warehouse and implementing the process, growth of the fleet, improvement of infrastructure elements for the premises)
  • Improve the Vehicle Safety situation and ensure implementation of Vehicle Maintenance Follow Up
  • Ensure stock management and stock movement documentation is done as per SI standard.
  • Finalize procurement process and Framework Agreement awarding for Kits Procurement under multiple donors (BHA, ECHO, CDC)
  • Start technical WASH procurement under newly signed UNICEF and SDC grants which will require sourcing suppliers from Maputo, South Africa etc.

Experience:

  • At least 4 years of experience in Logistic management
  • At least 1 deployment as Logistics Coordinator or Head of Logistics Department for an international NGO
  • Previous experience with SI and Knowledge of SI tools and processes would be likeable
  • Previous experience in unstable environment (conflict / post conflict country)
  • Experience in security Management
  • Experience of team management
  • Experience in ERP role out desired.

Technical skills and knowledge:

  • Knowledge of Solidarites rules, tools and procedures
  • Strong training and capacity building skills
  • Understanding, knowledge of local cultural / religious codes and habits and capacity to adapt to this environment
  • Good skills in MS office.
  • Good skills and understanding of basic IT / Network setup.
  • Good analytical skills, ability to adapt
  • Good communication and diplomatic skill
  • Good organization skills, ability to multi-task.
  • Capacity to work under pressure in a tense security environment.

Languages: English is mandatory. Portuguese or Spanish is a strong asset.

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
