Strategic Communications Officer

Background: DAI is an international consulting firm headquartered in the United States with branch offices in Mozambique. DAI is accepting applications from candidates for a Strategic Communications Officer based in Pemba, Mozambique. This is a local hire position and applicants must have the legal right to work in Mozambique.

Position: The Strategic Communications Officer will report to the Senior Program Manager and will support programmatic design and evaluation of strategic communications-based activities, as well as support cluster-level strategic communication plans.

Responsibilities: The Strategic Communications Officer will:

  • Work with Monitoring, Evaluation, and Learning team and Program Development Officers to develop activities with strategic communication components.
  • Advise OTI and the Chief of Party on best practices as it relates to strategic communications.
  • Provide technical direction to strategic communications-based activities, including approving deliverables and assisting in evaluating results.
  • Be able to work directly with government, civil society, or private sector counterparts to identify and develop potential strategic communications activities.
  • Support the evaluation of cluster-level strategic communications initiatives.
  • Work with Information and Reporting Officer to develop a strategy for project communications, including reporting and social media usage.
  • Other duties assigned by the Chief of Party and/or the Senior Program Manager that are consistent with the overall focus of the assignment.

Qualifications:

  • University degree in political science, communications, business administration, or related field.
  • Minimum five years of professional experience in strategic communications or another related field.
  • Relevant experience working to create strategic communications plans, particularly for government or nonprofit organizations.
  • Knowledge of the context in Cabo Delgado, including government and media structures, civil society organizations, and various audiences preferred.
  • Networks in Palma and Mocímboa da Praia Districts preferred.
  • Experience with grants or small grants under contract programs preferred.
  • English proficiency and Portuguese language fluency required; Proficiency in languages of Cabo Delgado (such as Mwani, Makua and Makonde) is desirable.
