Context & Mission

The OCG, which absorbed an annual average growth of 8 % during the last five exercises with a Supply budget of around 45% of its operational budget (field, international and HQ), foresees a similar growth for the coming years. While facing increasing operational, human and financial stakes, the OCG mobilized means in two steps (2008-2013) in adequacy with its ambitions by setting-up a Supply Unit in order to optimize the management flows (goods, information and financial) and the Supply support to its operations.

Then, in accompanying the 2009-2016, OCG strategic cycle, the Supply Chain Unit elaborated a Supply Chain Strategy to reinforce its operational ambitions with an end-to-end vision. MSF implemented Enterprise Resource Planning (ERP) software called UniField.

To scale up to meet a more efficient use of the ERP regarding data quality management, reporting, training and support to OCG missions, we are creating a new position of Supply Referent Assistant in charge of the Supply part of the ERP UniField support.

The Supply Referent Assistant will be the first line support for the Supply part of OCG’s missions. In addition to the first-level user support, he/she will do analyses, reporting, remote and face to face training.

Your responsibility

  • Management of the request for support (RT) tickets (answering, commenting and managing the open tickets) with the support of the Supply Systems Referent if needed.
  • Participate to the implementation of UniField in new projects/missions
  • Support to the daily support needs of the MSF missions with remote or on-site additional support / training
  • Dispatch of the unresolved bugs or questions to the HQ Supply Systems referent
  • Documentation of the support given to the users.
  • Checking regularly the mission instances and reports the findings in order to improve data quality with proposition for improvement.
  • Maintaining a global overview on the most recurring issues faced by the missions and the missions asking the most for support to evaluate the support / improvement possibilities.
  • Support to the training needs of the countries with remote or on-site additional trainings if needed.
  • Will act as support helpdesk for all OCG Supply ERP users

Your Profile

Education

  • University degree in Supply Chain Management or Supply area or equivalent professional qualification/ certification an advantage
  • Certification in Enterprise Resource Planning technologies or Diploma in Information Systems Management an advantage
  • Training qualification an advantage

Experience

  • 2 years MSF field experience in Supply management or supervisory position mandatory
  • Knowledge of UniField is an advantage or ERP experience
  • Previous experience as front desk an asset

Languages

  • Fluent written and spoken of English and French mandatory

Skills

  • Advanced knowledge of at least one Supply package (UF an advantage)
  • Experience of an ERP
  • Data management, data analysis, data consistency and reporting skills
  • Excellent analytical skills
  • Attention to detail, strong analysis and synthesis

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
