Scope of Work

Integrity is looking for a dynamic and ambitious Monitoring, verification and reporting Team Leader for the anticipated USAID/Somalia Evaluation, Learning, and Monitoring Initiative (ELMI). The program will provide support for program-related services to program and technical teams in the USAID/KEA/Somalia Office in Nairobi, Kenya. The contract will comprise multiple, simultaneous Task Orders including: Program Design and Learning (PD&L) Activities; implementing an ongoing monitoring system for funded activities; conducting data quality assessments; supporting performance management; providing logistical, administrative, and facilitation support for technical team meetings with partners or other stakeholders for the purposes of planning, monitoring, evaluating and/or learning; and fielding technical assistance.

The MV&R Team Leader will serve as the dedicated Operations Manager of the MV&R. S/he will manage the overall MV&R work plan and process; leading the review, preparation, and editing of tools, protocols and materials; editing final MV&R reports for submission; and presenting findings to USAID.

This is a Nairobi-based, full-time position. The expected period of performance is an estimate five years to cover the duration of the program. Please be advised that the position is dependent on contract award.

Terms of Reference

  • Manage overall MV&R work-plan and process and problem solves against constraints experienced.
  • Edit final MV&R reports for submission to USAID, ensuring clarity, quality and USAID usability.
  • Lead review, preparation, and editing of tools, protocols, and materials for MV&R activities.
  • Assist the Chief of Party in managing and coordinating the MV&R team and ensure that essential functions are in place, such as procurement and contracting, finance and administration, IT support and in-house technical and subject matter expertise.
  • Manage short-term technical assistance assignments relevant to the delivery of MV&R deliverables.
  • Assist the Chief of Party and Deputy Chief of Party with trouble-shooting and problem-solving matters related to field operations including contracting, payments, third-party monitor (TPM) management and report production.
  • Develop PowerPoint and ad hoc presentations of monitoring data as requested by USAID.
  • Stand in for specified functions or supervises interim MV&R staff as needed.

Your Experience and Expertise

The MV&R Team Leader will have:

  • A graduate degree in the field of evaluation, international development, or related technical field.
  • At least five years of international experience in the management, monitoring and evaluation of development programs
  • Experience developing monitoring tools, training and managing staff in the effective use of these tools.

Languages

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
