Position Title : National Admin & Finance Officer

Context:

Under the direct supervision of the Finance Officer and overall supervision of the RMO; in close collaboration with the Finance Team, s/he will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of IOM Senegal. S/he will also provide recommendations aiming at increasing effectiveness and efficiency of resources management in IOM Senegal.

In particular, the incumbent will be responsible for the following responsibilities:

Core Functions / Responsibilities:

  1. Monitor financial management, including the oversight of financial expenditures and accountability.
  2. coordinate with the Finance Officer the preparation of donor financial reports in accordance with IOM regulations and established procedures.
  3. Support the Finance Officer in Supervising the management of the office treasury, forecast cash flows according to activities of the Senegal Country Office and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
  4. Collaborate in Preparation of the annual budget for the Country Office, the monthly common cost assessments, assist senior staff and Project Managers in the preparation of budget reports and proposals for new programmes implemented in Senegal, and review monthly Sub-Office accounts.
  5. Collaborate in the inspection payroll versus budget, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  6. Make recommendations on procedural improvements in the relevant areas of administration and finance. Collaborate and train local staff on IOM’s administration and finance policies and procedures.
  7. Contribute to the coordination of administrative functions, and other related activities, in accordance with the Organization’s policies and procedures.
  8. Contribute to the implementation of procurement, logistics, facilities maintenance, guest house administration, asset administration and transport support within established internal control mechanisms.
  9. Contribute to Oversee/ensure the maintenance and updating of the database of vendor/contractor accreditation and evaluation status to ensure a pool of reliable vendors and contractors.
  10. Support in Designing and ensuring the implementation and maintenance of a tracking system of commodities, supplies, and equipment and project assets.
  11. Support the training of all mission staff adherence to IOM rules and regulations.
  12. Collaborate to Set up and maintain clear guidelines for fraud prevention and early discovery.
  13. Collaborate to Maintain and develop a clear knowledge management and filing system for all IOM Senegal related documentation.
  14. Collaborate to Coordinate timely responses to audit findings and update status as appropriate.
  15. Liaise with other internal functional units of the Country Office, as well as with banks, donors and government counterparts and other stakeholders.
  16. Liaise with relevant units in the Country Office regarding the financial and administrative activities of the sub-office.
  17. In coordination with the Finance Officer; Prepare implement and verify all required Standard Operating Procedures (SOPs) to ensure proper functioning of the sub offices as well as their compliance with the organization’s policies and procedures.
  18. Assist the Finance Officer with the implementation of all relevant SOPs including the ones issued by the Regional Office.
  19. Collaborate to maintain and develop a clear knowledge management and filing system for all IOM Senegal related documentation in hard copy and support and contribute to the implementation of e-Filing
  20. Perform other duties as may be assigned.

Required qualifications and experiences

Education & Experience

· Master’s degree or equivalent in Finance, Accounting, Administration, Economics or a related field from an accredited academic institution in related field;

Or;

· University degree in the above fields with 2 years of relevant professional experience.

· Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

· Experience in finance, accounting or financial and operational management services;

· Experience preparing reports, budgets, statistics and coordinate administrative activities;

· Experience with ERP systems (SAP) is highly desirable;

· Experience in Financial planning, project accounting, audit is highly regarded;

· Experience with international institutions coupled with experience with public sector accounting standards (IPSAS) and/or International Financial Reporting Standards (IFRS).

Languages

Fluency in English and French are required (oral and written).
