Organizational Settings

In Angola Women are the majority of the population, despite advances in women’s empowerment, there are still social and economic inequalities that place women in situations of discrimination and vulnerability. The FAO-funded project “Strengthening the economic inclusion of agribusiness led by women, through greater access to knowledge and productive resources, including financing” TCP / ANG / 3803 (682282) will support to overcome or minimize these problems.

This project will contribute to the socio-economic empowerment of vulnerable women by promoting income-generating activities (productive inclusion), improving family income and employment, this project are the proposes to articulate and align pertinent initiatives and programs, in order to enhance the inclusion of women in the productive sector, with the interventions foreseen in the project, 4 products will be reached: (1) Developed and presented the Strategy to improve the sector’s agribusiness for women-led businesses, (2) Strengthened capacities for women-led agribusiness, (3) Leading women by micro and small businesses and with greater access to financial mechanisms, and (4) Collected, presented and shared best practices and lessons learned for expansion across the country.

More specifically, the National consultant will be responsible for training and strengthening agribusiness led by women, the main role is to ensure an effective mechanism for the integration of women in agribusiness in all government projects. The agribusiness specialist should also promote and defend organizational learning at an individual level on how to do in practice and effectively integrate agribusiness issues into projects and programs within the existing programmatic support structure of the headquarters. The consultant will be responsible for making connections between agribusiness and specific thematic areas, such as work, political participation, education, sexual and reproductive health, human rights and violence against women.

Reporting Lines

The consultant will report directly to the FAO Representative (FAOR) in Angola and the National Director of family policies and gender equality and will work closely with the FAO Representative Program Assistant (A-FAOR -P) and the gender focal point.

Technical Focus

The National Agro Business Consultant will Strengthening the capacity of five cooperatives or associations technically and methodologically for the preparation of business plans and in the management of their business using the My Coop and Rural Invest methodology. Training of trainers will be undertaken using the Angolan INAPEM ‘Nosso Saber’ – ‘Our Knowledge’ – educational platform, which disposes of servers and technicians across Angola, with support from the public university system and UNDP.

He or she should unsure that integrated best technical and management practices into the Project work plan and activities. The NPP will also be responsible in coordination with CTA for the operational planning, management and monitoring of all project’s activities in line with the project result framework, work plan and approved budget.

Tasks and responsibilities

  • Strengthening the capacity of five cooperatives or associations technically and methodologically for the preparation of business plans and in the management of their business using the My Coop and Rural Invest methodology.
  • Provide training of trainers using the Angolan INAPEM ‘Nosso Saber’ – ‘Our Knowledge’ – educational platform, which disposes of servers and technicians across Angola, with support from the public university system and UNDP.
  • Provide training of coaches or facilitators of cooperatives/producer organizations for the monitoring and follow up of “business plan” implementation and coaching for the 5 associations/cooperatives;
  • Support training cooperative focal points (who will became trainer of trainers) and INAPEM staff on the gender-specific approach to women’s economic empowerment.
  • Participate in training related to all the above tasks;
  • Participate in meetings related to your areas of competence and prepare reports.
  • Prepare the Terminal Report
  • Undertake any other related duties as assigned or defined by FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Degree in economics, management and finance, sociology, agronomy, agribusiness, political science, or related fields;
  • Fluent in Portuguese (both spoken and written) language;
  • Knowledge of at least one of the official FAO languages is also required
  • National of Angola.

The idea of an international organization for food and agriculture emerged in the late 19th and early 20th century, advanced primarily by the US agriculturalist and activist David Lubin. Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
