  4. Project Context and Scope:

    Djibouti is a signatory to the Global Compact for Migration and has expressed its commitment to its implementation. The Global Compact for Migration is a non-binding agreement adopted by the United Nations in 2018 to enhance international cooperation on migration governance. Djibouti has taken concrete steps to strengthen its migration governance framework, including the adoption of its first National Migration Strategy in 2021 and the corresponding Five-Year Action Plan (2022–2027). The Government of Djibouti, through the Ministry of Interior and the National Coordination Office for Migration (BCNM), also submitted its first Voluntary National Report on the implementation of the GCM objectives during the first International Migration Review Forum held in May 2022 in New York, United States.

    This consultancy is to conduct a comprehensive needs assessment to identify and prioritize the Global Compact for Migration (GCM) objectives most relevant to Djibouti’s national context. The consultant will engage with key stakeholders at national and regional levels, including government institutions, civil society, and international partners, to gather input and ensure a participatory approach. Based on the findings, the consultant will develop a detailed implementation plan outlining the actions, timelines, and resources required to operationalize the selected GCM objectives. The consultancy may involve field visits to interior regions of Djibouti to ensure inclusivity and capture perspectives from all relevant areas.

  7. First deliverable – Needs assessment report and prioritization of the GCM objectives in Djibouti – Deliverable by email by 10 August 2025, (6 days)
  8. Second deliverable – A final report summarizing the findings and data collected during the desk review and consultation phases, and providing recommendations to ensure a short-, medium-, and long-term GCM implementation plan in Djibouti and Stakeholder consultation report Implementation plan detailing the actions and resources required to implement the GCM objectives (10 days)- by email by 1st September 2025
  9. Final deliverable – First version of the GCM implementation plan – Deliverable by email by 30th Sept 2025 (8 days) and presentation of the final version of the GCM implementation plan- 10 October 2025 (6 days)
  10. Performance indicators for the evaluation of results
  • Timely submission of all deliverables as per the agreed workplan (needs assessment report, stakeholder consultation report, and implementation plan)
  • Quality and completeness of the needs assessment report, including clear analysis, relevant data, and actionable findings
  • Inclusiveness and representativeness of stakeholder consultations (e.g., diversity of actors engaged across government, civil society, UN, and migrants’ groups)
  • Relevance and feasibility of the proposed implementation plan for the Global Compact for Migration (GCM) objectives, tailored to the national context
  • Clarity, coherence, and practicality of the final report, including realistic and measurable recommendations for short-, medium-, and long-term actions

  1. Education, Experience and/or skills required
  • Minimum of 10 years of relevant professional experience;
  • Knowledge and experience in the field of migration;
  • Strong understanding of the Global Compact for Migration and migration governance mechanisms;
  • Experience working with United Nations agencies;
  • Experience working in a multicultural team;
  • Strong analytical, synthesis and writing skills;
  • High level of planning and organizational skills;
  • Ability to manage multiple activities and meet deadlines;
  • Excellent interpersonal and diplomatic skills, and ability to negotiate on complex issues;
  • High level of flexibility and adaptability;
  • Ability to establish effective working relationships to support the achievement of objectives;
