National Consultant: Gender Based Violence (GBV) in Emergencies – NOC

- Preventing and responding to gender-based violence (GBV) in refugee contexts and emergencies remains one of the key challenges for the humanitarian sector. Research suggests that approximately 1 in 5 refugees or displaced women experience sexual violence
- Health services for survivors of GBV can be lifesaving and are a minimum standard of health care in humanitarian settings. However, access to this essential care is often limited.
Summary of Duties
- Overall, provide timely and sustainable technical support on GBV to the Health Sector and WHO Emergency Team in Maiduguri and Damaturu.
- Specifically, the incumbent will Identify key stakeholders and GBV Focal Points to lead improvements and coordination for health responses to GBV;
- Map current GBV-related health services (type of services, number of staff trained, type of trainings, availability of supplies, capacity and readiness to provide services), and identify gaps / needs in priority areas / localities;
- Collaborate with UNFPA to update referral pathways/Standard Operating Procedures with agreed contact information on available services;
- Attend GBV Sub-Sector, Reproductive Health and Mental Health and Psychosocial Support Working Group meetings to improve coordination and information sharing;
- Support the process of selection of health facilities and work with them to receive targeted support (trainings, equipment, supplies etc.) so that they meet standards outlined in the GBV Quality Assessment Tool;
- Liaise with UNFPA and other health sector partners to identify where RH kit 3, PEP kits and other medications are needed/distributed and advocate with the Health Sector, SMOH, SPHCDA and HMB to make the essential supplies available;
- Support the adaptation of training materials and guidance on GBV in emergencies to the context of Maiduguri and Damaturu;
- Provide targeted trainings and Training of Trainers for clinical staff (mid-wives, doctors, nurses, CHEWs) on GBV, including: Basic introductions and sensitization on GBV (types of GBV, health consequences, role of health providers, guiding principles); First-line support and referrals trainings; Clinical management of sexual violence (SV) and intimate partner violence (IPV); Mental health care (including trauma management);
- In selected facilities, provide trainings for non-clinical staff in targeted health facilities on GBV (half day to one day training at the facility);
- Support the development of IEC materials to reduce stigma and encourage survivors to seek help in consultation with key stakeholders and community/religious leaders;
- Work with Health workers , community leaders and media to disseminate key messages on different types of violence, their impact, health services available in order to increase uptake;
- Hold quarterly review meetings to track progress on the operationalization of the GBV in Emergencies Health Sector Action Plan;
- Support implementation of health system research linked to the GBV in Emergency project in North-east Nigeria
- Produce quarterly reports on activities; and
- Support other related activities as required.
Essential Education Qualifications:
- University Degree in one of the following fields: Public Health, Women’s or Gender and Development Studies, Social Sciences; or First Health Science Degree with Advanced Degree (at least at Master level) in a related field.
Desirable Education Qualifications:
- Advanced University Degree in one of the following fields: Public Health, Women’s or Gender and Development Studies, Social Sciences;
- Training in Women’s Health, Epidemiology or Social Sciences
- At least 5 years’ work experience in programming on violence against women / gender-based violence, ideally with some of this in humanitarian settings,
- Experience in training health organizations and health providers.
- Experience in UN organizations or agencies, or non-governmental organizations providing technical assistance and support to humanitarian settings.
Functional Knowledge and Skills:
- Proven experience working on programs focused on management of violence against women/gender-based violence in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender equality and survivor-centred perspectives and a good understanding of the humanitarian organizational structure.
- Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements.
- Demonstrated ability to work in multicultural settings and excellent inter-personal skills.
- Skills required using e-mail, PowerPoint, Excel, and word processing software independently and efficiently.
- Essential: Expert knowledge of English.
- Desirable: Knowledge of another UN language.
