  1.     Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governments, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM Ethiopia’s Migration Management Unit (MMU) works closely with the Government of Ethiopia (GoE) to improve migration management and governance including countering human trafficking and smuggling of migrants (SoM) and promoting regular labour migration channels as well as the migration-development nexus.

 Ethiopia is a source country for human trafficking for numerous forms of exploitation, both internally and internationally. There are reports of significant numbers of children being sexually exploited in Ethiopia. Trafficking of women and girls for domestic servitude and sexual exploitation to various different countries, predominantly in the Gulf, has drawn specific attention. Men and boys also seek work in Gulf countries in the construction and agriculture sectors where they often experience exploitation. In addition, on the Northern migratory migration route to Europe, Ethiopians also fall prey to human trafficking networks in Sudan, Libya or Egypt.

 Literature on human trafficking in Ethiopia has highlighted social norms around child marriage and stigmatization around pregnancy outside of marriage and the ‘dishonour’ of survivors of sexual violence as specific issues impacting upon vulnerability to human trafficking. The literature also describes trafficked persons experiencing stigma from their families and communities upon their return home. In some instances, actors such as the media may perpetuate such stigma when reporting on migration issues while they could be strong allies in facilitating the smooth social reintegration of victim and other returnees.

 With the above rationale, IOM Ethiopia is implementing a counter-trafficking project entitled “Assessing Stigma, Improved Response and Evidence Base; Stigma Informed Approach” (ASPIRE). The ASPIRE project aims to use a social norms and stigma informed approach to strengthen prevention activities and improve responses to trafficking and exploitation in Ethiopia. The project has a research component during the first year of implementation, which will provide contextual understanding of the ways in which social norms and stigma intersect with human trafficking in Ethiopia (both as a potential driver of vulnerability and as barrier to reintegration). Furthermore, it involves capacity building activities targeting among other media professionals in order to mainstream non-stigmatizing approaches

 Funded by the Government of the United Kingdom and implemented in Ethiopia, the ASPIRE project aims to:

  1. Provide key actors with access to an increased evidence base on social norm and stigma drivers and consequences of trafficking and exploitation and use this to inform the design of interventions.
  2. Enhance key actor’s capacity to prevent and respond to trafficking and exploitation, applying a social norm informed, non-stigmatizing approach.

 The successful consultant will take the lead in developing training contents/manual on survivor-centred and non-stigmatizing media reporting on trafficking and wider migration issues for media professionals in close coordination with the National Training Officer (ASPIRE), the National Communications Officer and the Migration Management Programme Coordinator at IOM Ethiopia and with line government agencies in charge of communication.

  1. Responsibilities and Accountabilities

Under the overall supervision of the IOM-SLO Addis Ababa Migration Management Programme Coordinator, the direct supervision of the National Training Officer (ASPIRE) and working in coordination with the National Communications Officer, Project Assistant (ASPIRE), and other relevant informants, the incumbent will be responsible for the development of specific deliverables under the project including training contents/manual on survivor-centred and non-stigmatizing media reporting on trafficking and wider migration issues for media professionals.

In particular, s/he will:

  1. Conduct a rapid assessment of the needs, challenges and gaps of media professionals of national and regional (Oromia) mainstream and print medias related to ethical and balanced reporting on victims of trafficking, exploited returnees and migration in general.
  2. Based on existing literature, IOM existing tools for media training, specialized tools produced by other organizations and other guiding documents available at the local level, develop a comprehensive training manual, a trainee handout and related training contents (visual aids, slides, etc.) on survivor-centered and non-stigmatizing media reporting on trafficking and wider migration issues for media professionals. The manual should be tailored to the Ethiopian context with a focus on the vulnerability of women, children and youth.
  3. Along with the manual, develop result measurement methodologies and tools to measure the change in knowledge and skills of trainees.
  4. Upon release of preliminary findings under the project’s research component, mainstream a non-stigmatizing approach in the training manual, trainee handout and contents; this may consist of readjusting certain modules and contextualizing new ones based on UK-developed modules addressing stigma.
  5. Ensure collection and incorporation of feedback from relevant institutions including media professionals, the National Anti-Trafficking Taskforce, the protection working group, the Ministry of Labour and Social Affairs, Ministry of Women and Children Affairs, etc.
  6. Develop the manual in a collaborative approach.
  7. Maintain close working relationships with the media, government, non-government, faith-based and community-based entities relevant to the aforementioned project deliverables.
  8. Stay abreast of migration research and trends to periodically inform training and capacity building of internal and external stakeholders.
  9. Undertake duty travel as necessary.
  10. Perform additional related tasks as may otherwise be assigned.

III. Deliverables and Detailed Timelines:

Instalment Plan:

An all-inclusive service fee 4,500.00 US Dollar will be paid in three instalments. Payment will be release in the Ethiopian Birr equivalent of the amount due at the prevailing UN exchange rate.

  1. The first instalment in the amount of 900.00 US Dollar shall become due after satisfactory submission of a training content/manual outline;
  2. The second instalment in the amount of 1,800.00 US Dollar shall become due after successful submission of the first comprehensive draft Training Manual and trainee handout and based on the approval of IOM;
  3. The third and last instalment in the amount of 1,800.00 US Dollar shall become due after successful and timely completion of the task as validated by IOM.

Job Requirements

Education:

An advanced university degree in Journalism, Law, Migration Studies, Political Studies or another related Social Science field of study.

Experience

  • Minimum of five years’ professional experience working on in the media or related sector in Ethiopia (written press, radio, television) producing reports on social issues, preferably migration, counter-trafficking, child protection, community outreach to address social issues such as stigma related to trafficking, gender, HIV/AIDS, etc. Prior experience in Ethiopia and the wider Horn of Africa region is an asset.
  • Thorough understanding of migration and trafficking dynamics in Ethiopia and the wider region.
  • Demonstrated experience in training outline/manual development, contextualization of training materials or capacity building frameworks, preferably for the media.
  • Experience using adult learning techniques and methodologies in areas such as gender, child protection and community development.
  • Strong writing, analytical and reporting skills in English and Amharic.
  • Proven experience working projects seeking to address social norms and stigma in a human trafficking context is a distinct advantage.
  • Proven ability to establish and maintain strong working relations with relevant government and non-governmental counterparts, international organizations, civil society and private sector entities.
  • Strong coordination skills and ability to work in coordination with a wide range of stakeholders.
  • Good communication, inter-personal and negotiation skills.
