  1. BACKGROUND

The EU-IOM JOINT INITIATIVE MIGRANT PROTECTION AND REINTERGATION PROGRAMME

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. The IOM staff and experts/consultants/firms should act in accordance with the IOM Code of Conduct and IOM Mission.

Since March 2017, IOM Ethiopia, has been implementing the program “EU-IOM Joint Initiative for Migrant Protection and Reintegration in East and Horn of Africa, funded by EU Trust Fund. The purpose of the program is to contribute towards facilitating orderly, safe, regular and responsible migration management through the development and implementation of rights-based, development-focused, sustainable return and reintegration policies and processes[1]. The initiative helps returnees to be reintegrated into the economic, social, psychosocial and cultural processes of the country of origin and feel that they are in an environment of safety and security upon return.

It is in this context that IOM is looking for a consultant/firm to develop a ‘comprehensive psychosocial support Training Manual and facilitators guide ‘which can be used as a reference tool by IOM, its partners and stakeholders, to further cascade PSS and counselling for targeted beneficiaries. To develop this manual IOM is seeking to engage an experienced firm/ consultant who can accomplish this task based on criteria stated in this TOR.

What it does

The Joint Initiative is a regional project with geographical coverage of Khartoum Process member countries and particularly the main migration routes from the Horn of Africa region, with a specific focus on Djibouti, Ethiopia, Somalia and Sudan. The project also supports returns from European Union member states and other transit and destination countries. Apart from Djibouti, Somalia and Sudan, these also include other members of the Khartoum Process and countries in Africa and the Middle East along key migration routes. The project targets various categories of returning migrants, including regular migrants, irregular migrants, stranded migrants, as well as asylum seekers who decide not to pursue their claims or who are found not to need international protection. Also covered are migrants in detention, migrants in vulnerable situations – such as victims of trafficking, elderly people, unaccompanied migrant children and migrants with health-related needs. The project’s implementation period is from March 2017 – March 2021. It is managed out of the IOM Regional Office for East and the Horn of Africa (Nairobi). However, the project’s direct implementation for Ethiopia is undertaken by the IOM Special Liaison Office in Addis Ababa.

Joint Initiative in Ethiopia

In Ethiopia, the project focuses on regions and administrative cities prone to high levels of migration as well as areas that account for the highest numbers of returns namely: Amhara, Oromia, Southern Nations, Nationalities and Peoples’, Somali and Tigray Regional States as well as Dire Dawa and Addis Ababa Administrative Cities. The ultimate aim of the project is to ensure sustainable reintegration support for vulnerable Ethiopian returnees in these key regional states/administrative cities. Just as important is building the capacities of stakeholders at the regional, zonal and woreda levels in order to enhance the provision of sustainable reintegration support (economic, psychosocial and social). Key priority woredas are targeted mainly of the basis of areas with the highest returns. The project is implemented directly by IOM and Implementing Partners (IPs) in close partnership with the government of Ethiopia at federal and regional levels, with the assistance of selected service providers.

  1. OBJECTIVES OF THE CONSULTANCY

The objective of this consultancy service is to develop a context specific ‘Comprehensive psychosocial support Training Manual and facilitators guide’ that can be used to provide psychosocial support to vulnerable Ethiopians returning home. The manual will be used as a reference tool by IOM, its partners and stakeholders, to further cascade trainings for targeted beneficiaries in Ethiopia and improve capacity of government, non-government and civil society organizations in delivering psychosocial support to vulnerable Ethiopian returnees.

  1. SCOPE OF THE WORK
  • Undertake research and analysis of available MHPSS documents/training modules, training materials to fully understand the situation, needs and existing training materials (including existing global, IOM and WHO training manuals); existing system (structural and functional) at national and regional levels, relevant national and international legislations and policies, regulations and strategies;
  • Carry out stakeholder analysis to bring out the roles and responsibilities of key players and institutions providing PSS and counselling to migrants and returnees or other vulnerable population;
  • Carry out a “Gap” analysis to identify gaps in existing PSS trainings and approaches; map out the issues and identify the priorities in line with the objectives of this project. This should include consultations and meetings with key informant with relevant stakeholders (Government, UN, INGOs, CSOs etc.);
  • Organize 2 stakeholder’s consultations and produce a well-written and comprehensive training needs assessment report;
  • Develop a training manual that is relevant to the intended goal. The manual must include independent modules to be taught in 1 to 5 days training, samples documents to be used by counsellors, practical examples. The document should take into consideration existing IOM and global tool and reference materials in this area. The modules should target 1) community representatives and leaders, 2) religious leaders, 3) non-specialized health workers, 4) Psychotherapy
  • Test the training manual develop in a controlled environment/space and revise the content as needed.
  • Coordinate and run 5 TOTs (in Amhara, Oromia, SNNP and Tigray regions and 1 at Federal level) using the training manual developed;
  • Develop and implement pre and post -training evaluation and impact assessment tool;
  • Prepare training report which also includes evaluation of the training and the participants;
  • Organize 1 validation and 1 launching event in collaboration with IOM.
  1. KEY DELIVERABLES
  • Develop 1 comprehensive training Needs Assessment Report. The assessment must include: 1 desk review and analysis of existing training materials, legislation, regulations and strategies; 1 stakeholders’ analysis, 1 gap analysis to map out the issues and identify the priorities in line with the objectives of this project.
  • Organize 2 consultations with relevant stakeholders to discuss the manual and submit relevant report.
  • Develop a comprehensive psychosocial support training manual and facilitators guide in Amharic and English, with training curriculum. The manual must include independent modules to be taught in 1 to 5 days training, samples documents to be used by counsellors, practical examples. The modules should target 1) community representatives and leaders, 2) religious leaders, 3) non-specialized health workers, 4) Psychotherapy.
  • Test the draft training manual in a controlled environment and revise the content based on feedback and input collected.

  1. METHODOLOGY

The process of manual development will include collecting relevant information, expert opinion and best practices in relation to the subject area and other related topics. The consultant/firm will have to detail out methodology for the proposed activities, however, the following can be considered:

  • Primary Data Collection: Data collected through Key informants’ interviews and other participatory approaches (at least three regions to be prioritized in coordination with the GoE and IOM).
  • Secondary Data Review: Review various documents including internal IOM MHPSS guidelines and reference documents, IOMs reintegration handbook, global resources for instance IASC MHPSS, WHO guidelines and others as well as reports on good practices of other countries with similar migration practices and challenges.
  • All work submitted must be in line with the programme communication guidelines. Consultant/firm are encouraged to request for the guidelines before they start writing the manual.

Job Requirements

UIRED QUALIFICATIONS AND EXPERIENCE

The professional(s) to be engaged in this assignment should have at least a MA degree or above in counselling psychology, psychiatry or other subjects related to mental health and psychosocial support, education or related fields. The professional(s) should have:

  • At least seven years of relevant professional experience.
  • Sound knowledge and demonstrated capacity in conducting assessments, scoping exercises, evaluation and developing training packages.
  • Experience working in the area of MHPSS with UN, NGOs and someone who can understand well the dynamics of the subject matter.
  • Solid understanding of migration sector and In-depth knowledge and understanding of migration issues in Ethiopia.
  • Extensive knowledge of the national, regional and international legal frameworks pertaining to migration in a broad definition and particularly with regards to PSS.
  • Field-based experience in community-based psychosocial support programs in migrants, refugee and IDP settings.
  • Demonstrated experience in counseling, organizing workshops and delivering trainings.
  • Demonstrated ability to draw lessons from relevant international, regional and national practices and processes;
  • Excellent presentation, oral and written communication skills in English and Amharic;
  • Excellent knowledge and understanding of research methodologies and processes.
  • Ability to deliver according to specified timeline while maintaining quality of the output.
  • Experience in working in the UN system and with civil society in Ethiopia.

Languages

Fluency in English and Amharic is required.
