Background

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Ethiopia has recognized the significance of global frameworks such as the MDGs and the 2030 Agenda for Sustainable Development. The country has been adopting the SDGs into its development planning and was one of 44 countries which undertook and presented a voluntary national review of progress against selected SDGs to the UN’s High-Level Political Forum on the SDGs in July 2017.

The Sustainable Development Goals (SDGs), which would frame international development and co-operation over the next years, would be an important agenda to take Ethiopia’s remarkable progress into its next level. More specifically, integrating migration into the SDGs is crucial in creating a shift towards migration governance that benefits all individuals, communities and countries. This is to be realized by the level of countries’ integration of migration-related SDGs into their respective national development policy frameworks. It is with this understanding that it becomes relevant to conduct national assessments to ascertain the extent to which national and sectoral development strategies, programs and plans reflect migration-related SDGs. Such national assessments will be relevant for a country like Ethiopia, with very complex migration dynamics in the Horn of Africa (HoA), being a major country of origin, transit and destination.

In this regard, with the objective to support the GoE’s efforts on mainstreaming migration-related SDGs into national development plans, the International Organization for Migration (IOM) Ethiopia with support from the 2030 agenda for sustainable development sub-fund of the peace and development fund, is closely collaborating with the Prevention technical working group of the National Anti-Trafficking and Smuggling Taskforce  led by the Ministry of Labour and Social Affairs (MoLSA) and the Taskforce Secretariat to implement the project entitled “Integrating migration into national development plans: towards policy coherence and achievement of the SDGs at national and global level. Among the project’s components is an assessment of the extent of integration of the migration-related SDGs into the national and sectoral development plans in Ethiopia.

Scope of the consultancy

The assessment exercise will cover the review of the policy documents of relevant ministries /sectors both at federal and regional level; with the focus being on the below listed key ministries/sectors. The following documents will be reviewed: Growth and Transformation Plan II (GTPII 2015/2016 – 2019/2020)

Review of sector development plans and related policy documents of the following key ministries/sectors – the Prime Minister’s Office , House of Peoples Representative, Ministry of Peace, National Anti-trafficking and Smuggling Taskforce Secretariat, Ministry of Labour and Social Affairs, Ministry of Foreign Affairs and related agencies, Ministry of Women, Children and Youth Affairs, Ministry of Education, Ministry of Science and Higher education, Federal Technical and Vocational Education and Training Agency /TVET, Ministry of Agriculture, Ministry of Health, Ministry of Trade and Industry, Ministry of Finance, Planning and Development Commission , Federal Urban Job Creation and Food Security Agency , Ethiopian Broadcasting Corporation.

With regard to regional coverage, the respective sectoral development plans of the four major migration prone regions and two administrative cities in Ethiopia (Tigray, Oromia, Amhara, SNNPR, Addis Ababa and Dire Dawa) will be given focus. At regional level, regional planning offices, Bureaus of Labour and Social Affairs, Education, Women, Children and Youth Affairs and Health bureau; Job Creation and Food Security offices, Bureau of women, children and youths etc. will be assessed.

Approach and Methodology

 An ad-hoc Technical Committee (TC) drawn from Ministry of Labour and Social Affairs(MoLSA), National Anti-trafficking and Smuggling Taskforce Secretariat, representatives of organizations chairing the Protection and Prosecution sub-groups of the Taskforce, Planning and Development Commission (PDC), Central Statistics Agency (CSA), Women, Youths and Social Affairs Standing Committee of the House of Peoples Representative(HPR) and IOM will work closely with the consultant and provide technical guidance.

Objectives of the consultancy

Conducted in Ethiopia, the objective of the assessment is to review the extent of integration of the migration-related SDGs into the national and sectoral development plans. The assessment will analyse efforts to mainstream migration related SDGs and progress made thereof, with the view of identifying areas of strong performance to consolidate and build on, as well as, priorities for requiring further intervention. The national assessment is also expected to inform the formulation of the national long- term perspective Plan, with regard to issues in relation to migration management.

The specific objectives will include:

  1. a)      Assess the extent to which migration related SDGs (with specific focus to those targets that directly reference migration) have been integrated in the Second Growth and Transformation Plan (GTP II 2015/16 – 2019/2020) and in the development programmes, strategies and plans of key sectors both at federal and regional level.
  2. b)      Comprehensively analyze relevant national legal frameworks/policies, national plans (GTP and other related policy documents in relation to migration- related SDGs to assess the linkages between migration related SDGs and core national priorities.
  3. c)      Assess the existing capacity of institutions mandated to implement key national development policies to mainstream migration in their sectoral policies, plans and programmes.
  4. d)      Identify the planning and implementation practices concerning migration related SDGs both at federal and regional levels.
  5. e)      Identify the monitoring and reporting practices concerning the implementation of the migration related SDGs both at the federal and regional levels.
  6. f)       Produce an assessment report with evidence informed conclusions and actionable recommendations.

 

Responsibilities and Accountabilitites

The consultant will lead and coordinate the national assessment exercise. The consultant will review the relevant policy documents and relevant resources and assess the current mainstreaming practices/efforts and progress Ethiopia has made across the migration related SDGs and identify areas of strong performance to consolidate and build on, as well as areas to prioritize for further intervention. The document review will be complemented by primary data gathered from key informants representing the target institutions mentioned in Section 3 of this document.

The lead consultant will also be responsible to prepare a draft as well as final report to be presented to members of prevention sub-team and other relevant stakeholder for further discussion and endorsement.

Expected Deliverables

The assessment exercise is expected to be undertaken for duration of 4 month from the date of signing of the consultancy contract.

In accordance with the following timetable the consultant will:

  1. a)      Produce an inception report containing detailed methodology, a set of data collection tools, a proposed report structure and a work plan to be submitted and reviewed/validated by IOM and the TC to be submitted within one week of signing contract.
  2. b)      Participate in three review meetings with the TC to:
  • Provide an in-depth briefing on the review and analysis of the indicated policy, planning and programme documents
  • Present the preliminary findings of the review exercise for peer review
  • Consolidate and validate the recommendations.
  1. c)      Submit a comprehensive draft assessment report and presentation on the findings to the members of the taskforce and other relevant stakeholders, within 3 months of signing contract.

Submission and presentation of final assessment report incorporating stakeholders’ feedback to members of the taskforce, within one month of submitting the draft assessment report.

Job Requirements

Education

  • Minimum of Master’s degree in economics, social sciences, international development/relations, or closely related field.

Experience

  • Minimum of six years’ professional work experience, preferably in the area of socio-economic research, development planning, and/or migration policy analysis
  • Proven experience of prior work in the field of migration management and specifically in relation to the Agenda 2030 and the SDGs
  • Experience working in/with UN agencies, international agencies and/or government ministries
  • Strong writing, analytical, reporting, interpersonal and communication skills.
  • Excellent communication and written skills in English and knowledge of local languages and the ability to present data concisely and clearly
  • Working experience in Ethiopia or other parts of the Horn of Africa would be an asset

Languages

  • Thorough knowledge of English is required. Knowledge of other local languages will be advantageous.

Competencies:

  1. a)      Extensive knowledge of the national, regional and international legal frameworks pertaining to migration in a broad definition.
  2. b)      In-depth knowledge and understanding of migration issues in Ethiopia.
  3. c)      Strong computer and analytical skill, with capacity desired in quantitative and qualitative data collection and analysis.
  4. d)      Excellent knowledge and understanding of research methodologies and processes.

Reporting Obligation: 

The consultant will perform its duties under the overall supervision of IOM Special Liaison Office in Addis Ababa Office’s Chief of Mission and the direct supervision of the Migration Management Programme Coordinator in close coordination with the LHD Senior program assistant based in Addis Ababa, Ethiopia.

Payment Schedule:

  • First installment of 20%of the total consultancy fee upon satisfactory submission of a quality inception report validated by IOM Ethiopia
  • Second installment of 30%of the total consultancy fee upon satisfactory submission and presentation of a quality first draft report validated by IOM Ethiopia
  • Third installment of 50%of the total consultancy fee upon satisfactory submission and presentation of a quality final report inclusive of feedback collected at a validation workshop and validated by IOM Ethiopia[1].
