Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the overall supervision of the Programme Coordinator (Direct Assistance, Migration Resource and Response Mechanism and Internally Displaced Persons (IDPs) Response) in Libya, and the direct supervision of the Project Officer (S/NFI & CBI), and in close coordination with the relevant Programme Managers/Coordinators, the successful candidate will be responsible and accountable for the coordination and implementation of IOM programmes related to all the emergency response in Libya. Role objectives

  1. Monitor and implement IOM Libya’s emergency response activities within the Shelter, NFI and CBI sectors, including targeting, registration, verification, distribution, and follow up, in coordination with sectors and relevant stakeholders while monitoring consistency with IOM Libya’s strategic objectives and participatory community based approaches.
  2. Implement the release of emergency items from IOM warehouses upon receiving verification by the field teams. Support dispatch of shelter/NFIs stocks across Libya in coordination with IOM logistics, ensuring completion, accurate record keeping, and follow up on issues.
  3. Contribute to the implementation of a cash/voucher response where applicable. Attend Cash Working Group (WG) and other coordination meetings.
  4. Maintain a register of distributions of relief items, ensuring that dates of collection, number and type of items, locations where the items will be utilized, and targeted beneficiary numbers are properly accounted.
  5. Support procurement processes by providing relevant documentation and pipeline projections for shelter/NFIs in coordination with IOM procurement and logistics team; monitor stock levels against the prepositioning plan and the maintenance of adequate levels in the IOM warehouse/s.
  6. Draft distribution reports, including analysis and recommendations. Provide technical support, in coordination with the Monitoring and Evaluation unit, for post-distribution monitoring exercises, and draft Post Distribution Monitoring (PDM) reports accordingly, taking into account lessons learned for following rounds of assistance.
  7. Maintain contact and share information with the shelter/NFIs and WASH sector, cash working group, and government and humanitarian stakeholders relevant to the implementation of programmes.
  8. Monitor the day-to-day implementation of project activities including compliance with the workplan, project documents, and IOM rules, regulations, policies and guidelines. Identify and document significant project events, decisions, problems or deviations. Contribute technical inputs for the preparation of the Standard Operating Procedures (SOPs) relevant to the emergency response.
  9. In close coordination with the Project Development Unit (PD), assist in the preparation of factsheets, press releases and other visibility materials that highlight project successes for wider internal and external audiences.
  10. Work closely with the Monitoring and Evaluation (M&E) unit to implement sound monitoring and evaluation mechanisms in all areas of planning and intervention during shelter and NFIs and cash programming.
  11. Supervise and provide technical and administrative support to field-based project staff in planning, implementing, monitoring and documenting activities (such as tracking delivery challenges, lessons learnt and best practices), and make recommendations for further capacity development.
  12. Undertake regular field visits to monitor project activities and to provide information and support with respect to project management and internal procedures.
  13. Perform such other duties as maybe assigned. Project reporting
