Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan’s, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

The National VAT Consultant is expected to support the office efforts to be in a better position to recover all outstanding VAT amount submission and to prepare submission of pending claims to recover all reimbursable VAT amount that could be re-programmed for the direct benefits for Sudan children. The consultancy will provide technical support to the office on recovery of pending VAT payments particularly the long outstanding payments dating as far back as possible to date. This will be done by review of related original evidential documents and invoices and submission to taxation department for refund through the ministry of Foreign affairs.

  • Basic objectives of consultancy/contractor (assignment) services

Working closely with supply and finance staff support the office to strengthen procedures for accounting, monitoring, and reconciling VAT payments and refunds and updating the current balance of the miscellaneous receivable accounts by:

  • Ensuring all VAT payments and receipts of refunds to date are accurately recorded and reconciled to identify outstanding items and accuracy of refunds received;
  • Ensuring requests for VAT refunds are prepared systematically, ensuring that refunds are requested for all VAT paid, and filed in a timely manner;
  • Supporting the establishment of a system for managing and monitoring the processes related to VAT payments and refunds ensuring adequate system of control;
  • Providing technical advice to UNICEF supply and finance staff on effective means or ways on VAT administration and compliance, particularly on legal requirements for registration of suppliers and contractors;
  • Supporting the office to establish a system to systematically find out and understand the reasons for VAT refund total or partial disallowances;
  • Following up with the taxation department on regular basis on decision made concerning UNICEF refunds to ensure that claims are processed within the shortest time allowable from the date of submission.

Specific Tasks

Task1:

Prepare the VAT outstanding claims starting the period of 2018 and any previous missed out claims to be submitted to the TAX authorities and follow up on reimbursements are made to UNICEF accordingly

Task 2:

Reconcile the actual VAT records with the Finance Reconciliation. Assessment of any claims that have been rejected for purposes of resubmission of such claims top TAX authorities.

Tasks 3:

Minimize the VAT exposure of UNICEF by using effective VAT management strategies and advice on the best practice for preparation and submission of documents to the TAX authorities.

Task 4:

Evaluation of reasonableness of assumptions made in VAT calculations and determine facts to arrive at conclusions supported by Sudanese law.

Task5:

To prepare submission of VAT claims to the TAX department for review and endorsement by the Deputy Representative Operations prior to submitting to the authorities.

Monthly Deliverables:

  • Monthly report listing all cases of submission of pending VAT Claims from the previous years to date
  • Monthly Reconciliation Report of actual VAT records with the Finance reconciliation records
  • Monthly Report of all cases – re-submission of any VAT claims that have been rejected to the TAX authorities
  • Submission of consolidated monthly progress report.
  • Evidence of Effective VAT management tool/strategy established
  • Comprehensive report of outstanding VAT amount levied of UNICEF

To qualify as an advocate for every child you will have…

  • A bachelor’s Degree in Accounting or Finance or in a similar relevant field.
  • Professional/Technical experience
  • Proven skills in submission of Tax claims and experience of working with local TAX authorities in Sudan.
  • At least 5 years experience as a VAT expert or related field. Understanding and/or experience of the VAT management in the context of Sudanese taxation regime.
  • Language skills required: Arabic and English
