I. Organizational Context and scope
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
Under the overall guidance of the Head of Humanitarian Assistance and Operations, and the direct supervision of Migration Health Programme Coordinator, the incumbent will be responsible for providing advice and support on the monitoring and evaluation, project development and reporting aspects of MHU Grants/projects/programs that operate through the IOM South Sudan Mission. Ensuring that the programmes are in line with donor’s expectations and monitoring and evaluation requirements.
II. Responsibilities and accountabilities
Program management support
- Support all M&E initiatives for IOM MHU Grants/Projects/programs including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
- Maintain and participate in the creation of a framework and procedures for the monitoring and evaluation of all MHU project activities.
- Support in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
- Suggest actions to increase data use and demand amongst program and field staff including at Health facility level.
- Closely collaborate with MHU Officers in clarifying project information needs.
- Provide technical guidance to project/program staff on ways to properly document, organize and capture program progress.
- Develop data collection tools (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals).
- Participate in the development and enhancement of the performance management information systems to help identify potential modifications or resources mobilization.
- Ensure all relevant MHU products are saved and updated timely including but not limited to concept notes, proposals, reports(Survey, internal and external), success stories, pictures etc.
Data Management and Analysis
- Keep abreast of developments in grant/programs/Projects changes and progress in order to advise and recommend actions to increase program performances and results.
- Suggest ways to facilitate data collection and the flow of data within Program field teams.
- Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the MHU officers.
- Perform regular field visits to ensure the quality of data collected by Programs/projects/facilities and to verify the accuracy of reported data.
- Provide weekly, monthly, quarterly and annual update of performance indicators to MHU Officers.
- Ensure that Data Quality Assurance (DQA) and Clinical Quality Assurance (CQA) regularly undertaken in all IOM clinics and feedback shared with the team on the ground.
- Analyse changes and patterns in KPI indicator data and performance reports in order to support MHU Officers.
- Support the program manager to ensure that donor, partner, and senior management data queries are addressed in an accurate and timely manner.
- Support and participate in program and project evaluations.
- Ensure all MHU Clinics at facility level are trained on correct data collection and recording requirements.
- Provide technical support and on-site trainings to MHU Officers and health workers at the clinics on M&E.
- Provide timely feedback with proper analyses of the data on report received from the health facilities, field mission and RRTreport.
- Provide comparative analyses on performance indicator achievement, gaps and challenges.
Communication, reporting and representation
- Support MHU Officers in reviewing proposal development & donor reports to ensure high quality reports are submitted on time for all grants/programs.
- Assist Program Development/Grants Management in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation.
- Review and analyse weekly reports with MHU Officers and the quarterly reports with Program Support Unit (PSU) to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
- Develop quarterly and bi-annual one-pager information sheet per project for external distribution
- Serve as the primary person to enter all required project documentation in PRIMA.
- Represent MHU in any M and E forums.
- Liaise with the WHO /HC Information management officer on relevant issues concerning EWARS, DHIS, etc.
III. Required qualifications and experience
- Bachelor’s degree or above in Development Planning, Public Health, Information Management, Project Management, statistics, mathematics or a related field from an accredited academic institution
- Advanced diploma in M&E from recognized university
- Four years of Monitoring and Evaluation experience on health projects.
- Experience in report writing
- Good level of proficiency in Windows Excel and quantitative analysis
- Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Capacity to produce high-quality briefs and reports in English.
- Demonstrated ability to train and build capacity of others
- Strong interpersonal skills
- Experience in a non-governmental organization or in the United Nations (desirable).
