Organizational and context scope

Movements in West and Central Africa (WCA) are complex and perilous. The WCA region has experienced a variety of migration flows caused by population pressure, poverty, poor economic performances and endemic conflicts. Despite the myriad of challenges and risks faced by irregular migrants from WCA, irregular migration remains commonplace. Large numbers of West and Central Africans without the option of migrating regularly have no alternative than interacting with smuggling networks, which significantly increases migrants’ vulnerability to violence, exploitation and abuse.

The regional office is implementing two projects to respond to above mentioned protection challenges. The first one is named “Assistance to vulnerable migrants stranded on the central Mediterranean route” (AVUMED II). Objective is to contribute to reducing the vulnerability of stranded migrants on West and Central African migration routes. The second one is named “West and Central Africa: addressing multisectoral protection needs of people on the move on the Central Mediterranean Route (CMR)” (RAMMP). Objective is to contribute to addressing the multi-sectoral protection needs of migrants in West and Central Africa, through evidence-based and comprehensive policies. This will be achieved through:

– strengthened protection of migrants on the move along the CMR through informed policy formulation and implementation (Governance)

– and effective mechanisms to ensure better migration management and coherent operational responses (Management).

Under the overall supervision of the Senior Regional Protection Specialist (RTS PXD) and direct supervision of the Regional Programme Officer (PXD), in close coordination with AVUMED II Project Officer, and in collaboration with relevant units, the successful candidate will be responsible for the effective Monitoring and Evaluation (M&E) of RAMMP and AVUMED II projects.

Responsibilities and accountabilities

  1. In coordination with the Protection Unit, and in consultation with the Regional Monitoring and Evaluation Officer (ROMEO), develop Monitoring and Evaluation (M&E) plans, tools and data collection methods;
  2. Ensure regular updates (at least every two weeks) of the M&E plans and tools, in consultation with all the relevant units and Country Offices (COs) involved in the implementation of RAMMP and AVUMED II;
  3. Review the existing monitoring mechanisms and propose improvements where necessary;
  4. Compile necessary data and documentation on RAMMP and AVUMED II activities, keeping regular track of the progress, achievements, delays and challenges, and informing the Project Managers and focal points of the Regional Data Hub (RDH), Migration Health Division (MHD) and Labour Migration and Social Inclusion (LMI) unit accordingly;
  5. Support the Protection unit in drafting, compiling and/or reviewing project reports, with the support of the above-mentioned units;
  6. Support the Protection unit to evaluate the impact of direct assistance, institutional knowledge-sharing and capacity-building interventions;
  7. Support the Protection unit in conducting regular financial analysis and monitoring of the project activities (at least every two weeks), in coordination with administrative and financial teams;, and the above-mentioned units;
  8. Carry out field and/or remote monitoring visits in the implementing countries, based on needs identified by the RTS PXD, the Regional Programme Officer (Protection) and the Project Officer (AVUMED II);
  9. Attend meetings, conferences and workshops with donors and partners as requested and support with preparation, reporting and/or information-sharing on these events;

10. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree or equivalent in Political or Social Science, Business Administration, International Relations, International Development or a related field from an accredited academic institution
  • Or

University degree in the above fields with two years of relevant professional experience.

Experience

  • Knowledge of Monitoring and Evaluation (M&E) in development contexts;
  • Experience in Project Cycle Management (PCM) and Results Based Management (RBM);
  • Experience in conducting internal or external project evaluations;
  • Experience in developing M&E tools;
  • Ability to adapt M&E tools to work effectively with national authorities, stakeholders and beneficiaries;
  • Knowledge of migration-related subject areas dealt with by IOM in WCA;
  • Knowledge of IOM Protection activities in WCA is a strong advantage;
  • Experience in project reporting in English and French;
  • Excellent drafting skills in English and French;
  • Remote monitoring and evaluation techniques;
  • Very good knowledge of MS Office and knowledge of data processing software (SPSS, Stata, GIS, etc.);
  • Previous work experience in the UN System is an asset.

Languages

For all applicants, fluency in French and English is required (oral and written).
