Report to: Health Extension and Primary Health Care Directorate, FMOH

Duration of contract: Six months (December 2020 to May 2021) with possibility of extension, based on performance and availability of funds.

Background

Primary Health Care (PHC) refers to “essential health care” that is based on scientifically sound and socially acceptable methods and technology. This concept of PHC makes universal health care accessible to all individuals and families in a community. It is through meaningful participation of the community and at a cost that the community and the country can afford to maintain at every stage of their development in the spirit of self-reliance and self-determination. In other words, PHC is an approach to health beyond the traditional health care system that focuses on health equity-producing social policy. PHC includes all areas that play a role in health, such as access to health services, environment and lifestyle. PHC is the first level of contact of individuals, the family and community with the national health system bringing health care as close as possible to where people live and work, and constitutes the first element of a continuing health care process.

In order to comprehensively respond to health challenges related to rapid economic, technological, and demographic changes as well as treating people and communities as key actors in the production of their own health and well-being, it is utmost important to develop a National PHC strategy that details about the concepts, principles and pillars within the context of Ethiopian health care system.

The overall objective of the consultancy work

The consultant will work on and provide guidance in the development process National PHC Strategy under the leadership of HEP and PHC director and its technical working group.

 2.1. Technically lead and enormously contribute in the process of National PHC Strategy development

  • Provide technical leadership in the process of PHC Strategy development
  • Organize regular technical working group meetings in the development and refinement of PHC Strategy development
  • Collect reference materials from different sources and ensure evidences are shared with stakeholders on a regular basis
  • Organize series of meetings with different actors to gather inputs  throughout the strategy development

2.2. Documentation and Report write up

  • The consultant is expected to document the discussions, ideas, and inputs during the PHC Strategy development process
  • Organize documents prepared from technical working group members
  • Produce and Share the progress of the strategy development to HEP and PHC Director, HEP Team Leader and technical working group members
  •  The consultant is expected to produce the PHC Strategic document and other supporting documents as deemed necessary

2.3Partnership and Networking

  • Map and contact potential organizations and individual experts which could contribute to the development of the strategy
  • Organize series of input gathering forums with relevant partners and RHBs

2.4. Resource solicitation

  • Develop proposal and mobilize resources from various sources to cover the expense of different activities of the strategy development process

Major Duties and Responsibilities:

  • Develop the National PHC Strategy development plan of action (POA) and TOR for technical working group
  • Identify relevant stakeholders and experts that could enormously contribute to the PHC Strategy development
  • Prepare National PHC strategy tailored rural and urban contexts under the supervision of HEP and PHC directorate.
  • Updates IIfPHC-E on the progress of the PHC strategy in consultation with the PHC Director
  • Regularly facilitate technical working group meetings and capture inputs from  the meeting and incorporate to the document under development
  • Facilitate different consultative meetings and gather inputs
  •  Identify funding opportunities and mobilize resources
  • Prepare regular progress reports to the HEP and PHC Directorate and technical  working group
  • Actively participate in meetings and desk reviews to explore additional evidence from Ethiopia and other countries
  •  Work with International Institute for Primary Health Care-Ethiopia (IIfPHC-E) to utilize the expertise of the PHC Think Thank group
  •  Conduct other duties as assigned by the PHC director or IIFPHC-E

Deliverables

  • Regular progress report on bi-weekly basis
  • Final PHC Strategy document tailored to rural and urban contexts

Job Requirements

Minimum Education and Experience Required (Job Requirements)

Qualifications;

  •  A minimum of master’s degree or PhD in health sciences or health related disciplines and at least ten (10) years’ of experiences
  •  Acquainted with the Ethiopian Health Policy, health System and who have proven skill and knowledge on PHC.
  •  Proven experience in developing different national health policy and/or strategic documents;
  • At least 5 years of professional experience in designing or implementing PHC systems;
  • Experience in developing costed implementation plans, budgets, and/or financing strategies for health systems or national strategies;
  • Excellent communication skills and ability to work independently and in teams within a multi-cultural environment
  • Demonstrated analytical and report writing skill
  • Proficiency in written and spoken English
  • Good computer skills in Microsoft (word, excel and power point)
  •  Excellent coordination skill
  • Having internationally demonstrated experience is an additional asset
