OBJECTIVES OF THE PROGRAMME

The Budget and Finance (BFU) unit is part of the Division of Administration and Finance (DAF). It provides support to the budget and finance operations of the regional office and 22 country/desk offices in EMR. BFU is entrusted with ensuring compliance with financial regulations and rules, policies and procedures and maintaining strong internal controls in order to effectively discharge WHO’s accountability obligations to Member States and donors. BFU supports divisions and country offices in delivering WHO’s programmes by providing guidance, review, and oversight on financial and administrative transactions, policies and procedures.

DESCRIPTION OF DUTIES

The Budget Officer will perform the following generic duties to ensure timely, consistent, efficient and effective delivery of budget support to the region

  1. Ensures strict compliance with accounting and auditing standards including the application of IPSAS and other financial policies and procedures.
  2. Prepares cost estimates and monitors the financial performance of projects implemented.
  3. Consolidates financial data, analyzing and preparing financial reports for the region and following-up on corrective actions.
  4. Facilitates and implements the efficient running of specified financial operations within the region.
  5. Reviews and authorizes requests for payment, allocation of funds, and creation of HR work plan positions and related updates.
  6. Liaises with counterparts in HQ and donors to facilitate budget resource management.
  7. Ensures timely distribution of funds and clearance of legal agreements by liaising with relevant offices across the organization.
  8. Leads and manages the budget team.9. Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in finance, accounting, business administration, or related field.

Desirable: An advanced university degree (Master’s level or above) in finance, accounting, business administration, or related field or a recognized professional accounting designation (CPA, CMA, ACCA, CPFA, etc.).

Experience

Essential: At least 5 years of professional experience in a budget, finance or accounting support operation, some of which must be in a supervisory role.

Desirable: Experience working within the UN system.

  • -> Sound knowledge of financial and managerial accounting principles and practices, including IPSAS (or IFRS), with demonstrated professional competence in applying them to real-life scenarios, both routine and complex.–> Knowledge of internal controls and demonstrated skill in applying these in business processes. Knowledge of audit and compliance function and practices.–> Ability to identify issues, formulate opinions, and make conclusions and recommendations.–> Solid analytical skills and attention to detail.–> Excellent drafting and communication skills.–> Ability to lead and manage a team effectively.–> Ability to implement innovation and improvement in business processes.–> Strong training and mentoring skills to build capacity within the team and in support of country offices.–> Demonstrated commitment to ethics in maintaining the highest standards of personal and professional conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at EGP 673,509 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
