IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context and Scope of the Position

Under the overall supervision of the EPC Program Coordinator and the direct supervision of the RRF-E Programme Manager, the successful candidate will be responsible for ensuring that the content and processes of sub-grants consistently meet project objectives and IOM standards

 

Core Functions / Responsibilities:

 Ø  Check the overall quality of sub-grants documentation, in English, and the timely entry of all relevant sub-grant information.

 Ø  Prepare Purchase Request Forms (PRFs) and other internal IOM sub-granting documentation for review by the RRF-E Programme Manager.

 Ø  Under the guidance of the RRF-E Programme Manager and as part of the due diligence assessment for potential implementing partners, perform reviews with Finance Assistant of partner’s programmatic capacity and financial management. Assure information from partner meetings is correctly entered into the project database.

 Ø  Maintain systems of communication and data transfer with implementing partners, recommend enhancements to the RRF-E Programme Manager, and apply appropriate, program-wide standards of sub-grant integrity, data collection and management, and information flow.

 Ø  Prepare sub-grantee reporting templates based on sub-grant proposals. Prepare the initial review of reports submitted by sub-grantees and prepare comments for improvement as needed.

 Ø  Produce reports and run queries on project information as requested by the RRF-E Programme Manager; propose revisions to reporting templates and refinements to existing mechanisms as required.

 Ø  Together with the RRF-E Programme Manager ensure that partners fully understand all administrative requirements of the RRF-E sub-grants process, undertaking capacity building with those partners that may require it.

 Ø  Draft progress reports and donor briefing notes.

 Ø  Attend coordination meeting with partners and relevant cluster (s) when delegated by the RRF-E program Manager. And prepare minutes of meeting.

 Ø  Perform any other duties as may be assigned by the RRF-E Program Manager.

Job Requirements

Educational Qualification     

  • Bachelor’s/Master’s degree in Social Sciences, International Development, Business Administration, Management or a related field from an accredited academic institution

 Professional Experience

  • Minimum of 6 years relevant work experience
  • Practical experience in community-based and/or small-grants programming, sub-grant writing, humanitarian response and/or civil-society strengthening;
  • Experience working with the United States Agency for International Development (USAID) programmes preferably with the Office of Foreign Disaster Assistance (OFDA);
  • Previous experience in operational activities in a post-crisis or emergency area

Languages 

  • Thorough knowledge of spoken and written English and Amharic is required
  • Knowledge of local languages like Somali and Oromiffa is an advantage.
