Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

Organizational Context

On March 25th, 2020, the first COVID-19 case was reported in Tripoli. As of May 14th, 63 COVID-19 cases have been reported, with three COVID-19 related mortality cases registered. While the number of COVID-19 patients currently remains low, the resources to treat potential patients are scarce. The risk of COVID-19 spreading amongst vulnerable communities is of great concern. Border closures and other restrictive measures imposed on the population are necessary, but it shall not prevent the delivery of services and humanitarian aid to a vulnerable population. Despite the new realities, the Red Cross Red Crescent Movement is determined to continue in its efforts to aid all those in need. The Libyan health system was already over-stretched, under-resourced and would face challenges in responding to a pandemic. Attempts at a nationwide disease protection programme have not been successful due to a multitude of factors. Hospitals and clinics have been damaged in the fighting, while others were forced to shut their doors because they were close to the frontlines. Doctors and first responders who need to be trained on infection prevention and equipped with personal protective equipment are routinely called back to the frontlines to treat war wounded. A surge in COVID-19 cases could overrun Libya’s health care facilities. The emergence of Covid-19 will only add to the multitude of challenges and sufferings faced by people in Libya; where nine years of protracted conflicts have devasted the country. April 4th marked one year since the fighting intensified in Tripoli, which has seen a renewed escalation in past weeks. Civilians in Libya continue to suffer because of conflict, insecurity, political instability and a collapsing economy, while the country remains divided among two administrations. Despite repeated calls for a ceasefire, the conflict continues. Conflict and insecurity have been the main drivers behind population movements in Libya, with fighting leading to several waves of displacement over the last years. Libya presently hosts over 350,000 internally displaced people (including 150,000 displaced since the conflict escalation in April 2019), 450,000 returnees, 50,000 registered refugees and asylum seekers, in addition to at least 700,000 migrants. The displaced population should have access to water, food, medical care and protection.

Job Purpose

In line with the above organisation context, the National Programme Assistant – under the direct supervision of the Programme Management Delegate – will support the implementation of the LRCS COVID-19 Contingency and Response Plan.
Job Duties and Responsibilities

• Ensure an efficient communication flow among the team, arranging meetings, taking minutes, etc.
• Provide and coordinate information for accurate, regular and timely narrative and financial reports.
• Translate and proof-read documents in English and Arabic as required.
• Maintain a record of all agreements and invoices with the LRCS, including a reporting schedule to ensure that reports are received from the National Society in a timely manner.
• Liaise with the IFRC Finance Unit to ensure the timely sharing of information.
• Provide administrative support.
• Organise and attend team meetings, as required.
• Support LRCS’ development of an effective information management system for the response.
• Ensure compliance with applicable laws and agreements to minimize risk of harm to the IFRC and its personnel, properties and resources. Special attention is to be given to compliance with procurement procedures and standards.
• Attending coordination meetings and sub-working groups, and producing minutes of the meetings and action plans.
• Promote a culture of performance and continuous learning to improve the accountability and impact for vulnerable people.
• Support the Programme Management Delegate in representing the IFRC in relevant Movement engagements and meetings.

Education

Relevant university degree-Required

Experience

  • Minimum 2 years’ experience working in large and complex operations.-Required
  • Minimum 2 years’ experience working in the Red Cross Red Crescent Movement-Required.
  • Experience in reporting, drafting minutes of meetings, etc.-Required

Knowledge, skills and languages

• Experience or familiarity in developing and/or revising reports-Required
• High degree of discretion, tact and sensitivity in dealing with internal and external stakeholders at all levels-Required
• Ability to work to tight deadlines and handle multiple tasks-Required
Languages • Fluent spoken and written English-Required
• Fluent spoken and written Arabic-Required
