SOS Children’s Villages International (CVI exists in more than 134 countries. The National Association of Zimbabwe is part of the bigger federation.

Job Summary

National Programme Director leads the development of SOS Children’s Villages key programmatic themes in Zimbabwe namely family based care, family strengthening programmes, advocacy, other alternative care options and education.

He/she will enhance efficiency, effectiveness and quality of delivery of programmes, and will be proactive in various core issues including Institutional Partnership Development (IPD), Fundraising, and Communications, Monitoring, Civil Society Sector engagement and Quality Assurance. Under the supervision of the National Director, the National Programme Director will work with various ministries, provincial and local authority in ensuring all procedures in relation to the development of the new projects and/or programmes are adhered to.

In addition, the role, leads the planning (+budgeting), implementation, monitoring and evaluation of the children’s village programme, in accordance with the organizational standards and strategies.

General aim of the position

· Lead the planning of programme interventions, in line with the organization’s mission policies, strategies and available resources.

· Coordinate the implementation of programme interventions, ensuring cooperation between specialized and-general support co-workers, and appropriate allocation of resources.

· Build positive relationships with all relevant stakeholders, including the community and local authorities.

· Build a strong network of partner organizations.

· Build and lead a strong programme team.

· Ensure that mechanisms for monitoring efficiency and accountability in the use of resources are in place and functioning well.

· Contribute to the realization of the child’s right to grow in a caring family environment.

Key performance areas and main responsibilities:

  • Manage the program through collaborative relationships with other stakeholders.
  • Strategically manage the program through the establishment and use of the monitoring and evaluation system, the analysis of results achieved and facilitation of evaluation;
  • Design new in alternative care and family strengthening programs with alignment of SOS policies and Legal framework of the country.
  • To ensure that children in our programs, receive quality care and their rights are promoted and safeguarded;
  • Ensure child protection and child safeguarding mechanisms in SOS program locations are in place and functioning;
  • Ensure proper administrative and financial management controls of the program that is to say, the use and allocation of resources for project implementation.
  • Coaching and guiding staff on child protection and development in the Program location in collaboration with Local government authorities especially, social welfare/community development officers at National level.
  • Ensure effectiveness of performance management systems at program location
  • Participate and contribute to the formulation of project proposals to be submitted to donors for increasing funding in our program for expansion purposes
  • Representing SOS Children’s Villages Zimbabwe at program level and maintain all contacts with all partners – actual or potential – as well as stakeholders and beneficiaries.

· Generate new projects towards reintegration and deinstitutionalisation of children and youth in the approved programme areas of Family Based Care, Family Strengthening and Advocacy

Lead the planning of the children’s Village programme

(a) Lead the development of the initial programme design (if in place at the beginning of the programme development), followed by the annual plans, with budgets;

o in line with the organization’s mission, policies and strategic priorities, as well as available resources.

o with concrete programme interventions based on an analysis of the situation of the target group (and/or evaluation of the programme?)

o with the participation of relevant stakeholders, including the target group (or children participating in existing programme), their caregivers, partner organizations and community leadership

(b) Supporting Programe Heads at the locations to develop and manage all aspects of the project cycle including planning, budgeting, implementation, project documentation and monitoring & evaluation.

(c) Identify local funding sources and apply for grants and other forms of local income, such as donations-in-kind and government subsidies.

Coordinate the implementation of programme interventions

a) Ensure that the programme operates in accordance with the organization’s policies and procedures.

b) Ensure a proper programme ‘intake’ process for children and their families is implemented:

o Based on a thorough assessment of the child’s situation.

o In partnership with the local duty bearers (e.g. social development or child welfare department) and in line with the legal framework.

o With the final decision on the most appropriate for his/her development, being taken by the responsible authority.

o With the child being given the opportunity to express his/her views regarding his/her situation and the most appropriate response; and to have what he/she has to say is taken into consideration, bearing in mind his/her age and maturity, together with other relevant inputs in the decision-making process.

c) Ensure that a structured development planning process is followed to address the children’s specific survival and development needs (including care, education and health):

o Through individual child development planning for children living within SOS families (and in short-term care, if required)

o Through family development planning for children living with their families of origin.

o With the participation of the children, as appropriate.

d) Ensure that programme interventions respond to the development plans.

e) Support the development of a strong network of partner organizations formalized through a Memorandum of Understandings (MOU).

Child Safeguarding and Protection.

a) Support the National Director to entrench the culture of child safety through full implementation of SOS Child Protection Policy, and Reporting and Responding Procedures.

b) Lead programmes co-workers to prevent violence against children and young people through programme design and implementation.

c) Work in collaboration with National Child Safeguarding Committee to respond promptly and adequately to suspicious and reported child abuse concerns.

d) Promote Child and Youth Participation in the whole programme cycle management system.

e) Support FS colleagues to strengthen community Child Protection systems in the communities where SOS operate.

Build and manage positive relations with the community and/or local authorities

a) Build strong relationships with local government authorities, recognized community leadership, like-minded groups. Organizations and/or institutions operating with the local community, who share the organization’s vision, as well as those who provide complimentary services.

b) Participate in governmental and/or community forums dealing with issues affecting children of our target group.

c) Build good relations with the local media (e.g. community radio), so child rights issues in general as well as the organization’s mission and objectives can be promoted on a regular basis.

Financial management and administration

a) Coordinate the appropriate allocation of programme resources, in line with the annual plan and budget.

b) Ensure that the organization’s financial resources are used modestly and efficiently.

c) Implement financial and administrative procedures, in line with policies/guidelines of the national association and in consultation with financial support staff.

Establish mechanisms of ongoing monitoring and evaluation of the programme

a) Put in place effective monitoring and evaluation plans and systems on the basis of the international systems requirements, as a basis for ongoing monitoring, self-evaluation and external impact evaluation.

b) Provide direct superior with regular up-dates on programme activities and results, including regular written reports on a monthly/quarterly basis as required.

Contribute to the work of the broader organization

a) Participate in local in local, national and regional processes, meetings and structures within the organization as required and agreed with the direct superior.

b) Document and share good practices and lessons learned with colleagues to support organizational learning.

c) Prepare programme information as required for public relations and fund development purposes.

d) Keep track of child rights issues in general as well as current social development issues and trends relevant to the organization’s mission.

Knowledge, skills and abilities required

**

  • University graduate in one or combination of the following disciplines; Social Sciences, Sociology and Development studies. A Master’s Degree is an added advantage.
  • Working experiences not less than 6 years, which should include 4 years working at managerial positions within reputable NGOs working in Zimbabwe.
  • Strong background on program management in Children and Youth Care programs, this is necessary.
  • Robust experience in Monitoring and Evaluation.
  • Strong background in proposal development and donor negotiation skills with good record of accomplishment of awarded proposals.
  • Strong, leadership and interpersonal skills and group dynamics management skills
  • Ability to forge and manage partnership with Government and Civil Society Organizations;
  • Ability to champion fundraising initiatives with experience in effective engagement of corporates;
  • The candidate should possess the emotional stability to lead and guide the large community of children and staff, maintaining the required high standards.
  • Ability to work under pressure and short deadlines.

· Matured candidate with good analytical skills.

· The candidate should be an all-rounded individual with a passion for working with children and youth, with strong advocacy skills, excellent communication
