Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The ILO Country Office for Ethiopia, Djibouti, Somalia, Sudan and South Sudan, and Special Representative to the AU and ECA, is seeking to recruit a highly motivated and qualified National Project Coordinator for the Vision Zero Fund (VZF) component of the programme, ‘Advancing Decent Work and Inclusive Industrialization in Ethiopia’. The project is a comprehensive and coordinated ILO response to a need expressed by the Ethiopian constituents and other key industry stakeholders to advance decent work and inclusive industrialization in key priority sectors identified in the Second Ethiopian Growth and Transformation Plan (GTP II). The government of Ethiopia is cognizant of the need to protect fundamental rights and principles at work while pursuing ambitious development goals.
The Vision Zero Fund (VZF) aims to achieve zero fatal and severe work-related injuries and diseases by improving occupational safety and health practices and conditions in sectors that link to global supply chains and to strengthen institutional frameworks such as labour inspectorates and employment injury insurance schemes in countries linked to such global supply chains. VZF engages both public and private actors at country level. In the private sphere, VZF implements targeted interventions at sector and company level to achieve sustainable safe and healthy working conditions and practices, and to improve the linkages between enterprises and the social security system, in particular with the Employment Injury Insurance scheme. In the public sphere, the Fund works in three distinct but interrelated areas: (i) strengthening the legislative framework on occupational safety and health and in particular in the areas of prevention, protection and compensation; (ii) improving the capacity of the regulatory authorities – primarily the labour inspectorate in order to strengthen injury, disease and accident prevention; and (iii) supporting the development of Employment Injury Insurance schemes.
In order to support the implementation of the VZF component of the ‘Advancing Decent Work and Inclusive Industrialization in Ethiopia’ programme in Ethiopia, the ILO Country Office is recruiting a National Project Coordinator to support the VZF Technical Officer in the conceptualisation and execution of the project and its related activities.
Reporting lines
Under the overall responsibility of the ILO/CO-Addis Ababa Director, and the technical supervision of the Chief Technical Advisor of the ILO Apparel and Textile Programme, the National Project Coordinator, Vision Zero Fund, will work under the direct supervision of the Technical Officer of the Vision Zero Fund in Ethiopia.
Description of Duties
- Review and analyse country based data and other relevant information required for planning, negotiation and conduct of project activities
- Translate into local language(s) and / or edit translation of technical material, news releases, official correspondence, statements, speeches and other documents.
- Work closely with project partners and ensure effective planning, implementation and monitoring of project activities in Ethiopia (policy, advocacy, research, direct action); prepare progress and final reports of project’s implementation in Ethiopia, provide inputs to the mid-term and final evaluation.
- Identify training and capacity building needs of partner agencies on OSH-related issues, prepare capacity building strategy and an implementation plan, within resources available under the project.
- Help identifying suitable national external collaborators and contractors for conducting certain project activities related to OSH, draft terms of reference, prepare work plan and costs estimates and provide support for preparing the contracts.
- Participate in the organization of conferences, seminars, workshops, training sessions and meetings.
- Monitor progress of the Vision Zero Fund component of the Advancing Decent Work and Industrialization in Ethiopia Programme by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
- Assist in the programming and control of resources from all sources of funding; prepare budget estimates and expenditure forecasts. Assist with the follow-up with relevant technical specialists
- Prepare briefs, periodical reports and statistical data on OSH, and contribute to the production of training and advocacy material both in English and in Amharic, Oromo or one of the major languages spoken in the Quality Industrial Zones.
- Assemble and edit basic data required for planning and negotiation of programme/project activities, Follow-up on documents, clarify information, and answer questions about clearance and processing requirements.
- Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on OSH matters, including specific activities of the VZF component of the Advancing Decent Work and Industrialization in Ethiopia Programme.
- Identify and implement synergies and efficiencies with ongoing ILO and related in-country projects, to enhance impact of the projects.
- Undertake missions to consult with relevant partners and support OSH experts.
- Perform other duties as may be assigned by the supervisor.
Required qualifications
Education
First level university degree in a relevant field, preferably degree in development studies, labour economics or social sciences.
Experience
At least one or two years of relevant professional experience at the national level in the area of occupational safety and health; work experience with the Ethiopian Government, social partners, civil society and other stakeholders will be advantage.
Languages
Excellent command of English and good knowledge of Amharic, Oromo or one of the major languages spoken in the Quality Industrial Zones.
Competencies
- Good English and local language communication skills, both oral and written;
- Good analytical skills;
- Good knowledge of Ethiopian labour law and regulations, especially in the area of OSH;
- Good understanding of occupational safety and health issues in global supply chains;
- Self-motivated and ability to work independently in an outcomes-based culture as well as contributing to the work of a team;
- Good knowledge of programme and budget, project formulation, and administration;
- Good computer applications skills;
- Good organizational skills;
- Ability to deal with a broad range of people with tact and diplomacy
