organizational Setting
The FAO portfolio in Angola has consistently increased its portfolio in the last years, at geographical and division scales, passing from a portfolio of 13.5 M in 2012, to USD 36.5 M in 2019. FAO Angola is now close to start new projects with 03 differences sector (Agriculture, Environment and Fisheries) and in a timeframe of 3 to 4 months, with a suddenly increase of portfolio budget. A national Consultant support is essential to provide the due diligences and support to projects in the field as well as aligned this activities within the country officer agenda.
Reporting Lines
The national Consultant will directly report to the FAO Representation of Angola and work closely work with Program team in Luanda and with project team (nornamally compose by an international consultant advisor, a budget and operational officer, several technical specialists, one administrative and drives).
Technical Focus
The two main objectives for this consultancy is: i) to strengthen FAO Angola Representation’s capacity on technical management of selected project and ii) ensure smooth and timely implementation of project activities in support of the results-based work plan, through operational and administrative procedures according to FAO rules and standards in coordination with all task force in Rome (HQ), in the Region (SFS and RAF) and at Country (Angola).
He or she should unsure that best technical and management practices are integrated into the Project work plan and activities. The NPP will also be responsible in coordination with CTA for the operational planning, management and monitoring of all project’s activities in line with the project result framework, work plan and approved budget.
Tasks and responsibilities
The consultant will lead the following general tasks:
- Ensure smooth and timely implementation of project activities in support of the results-based workplan, through operational and administrative procedures according to FAO rules and standards in coordination with the CTA and Operational Unit;
- Schedule, organize and support project activities and ensure that all activities’ and administrative procedures are in line with FAO standards;
- Promote liaisons and meetings with different partners
- Ensure the monthly update of the project database
- Improve capacities on approaches and methodology describe on Project Document (PRODOC) in consultation with the FAO Evaluation Office, the LTO and Project Task Force support the organization of the mid-term and final evaluations, and provide inputs regarding project budgetary matters
- Coordinate and follow up all procurement process
- Prepare and Submit the quarterly Progress Report
- Prepare the Terminal Report
- Undertake any other related duties as assigned or defined by FAO Representative.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Degree in agricultural, economics, economics, agribusiness development, development studies or other relevant discipline
- Working knowledge of English
- Advanced knowledge in the usage of computers and office software packages, experience in handling of web based management systems.
- At least 05 years of relevant experience at the national level
- Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers, UN partners, donors or NGOs;
- National of Angola.

Additional Selection Criteria
- Experience in the implementation of rural projects in Angola contest
- Knowledge of FAO’s project management systems (FPMIS, IMIS, PIRES)
- Ability to work under pressure and adapt to an evolving and complex context and within multidisciplinary and different cultural background teams;
- IT skills
