Position Overview
As part of the implementation of the Conservation and Communities Project (CCP) aimed at strengthening and empowering local communities in natural resource management and biodiversity conservation, USAID Madagascar supports two activities: knowledge management for biodiversity conservation (Hay Tao) and on-site interventions for biodiversity conservation (Mikajy). The USAID Hay Tao project, which focuses on knowledge management at the national level, works in collaboration with the USAID Mikajy project to support biodiversity conservation and sustainable management of natural resources while promoting climate resilient livelihoods.
Through Strategic Approach 3: “Identify and Encourage Innovative Financing Options for Conservation”, one of USAID Hay Tao’s activities is to create synergy with national initiatives for capital valuation (NCV) to improve decision-making for private sector investments based on information on stocks of this capital, and to test innovative conservation funding activities adapted to the Menabe and MaMaBay landscapes. (Masoala-Makira-Antongil Bay). The proceeds from these activities will enable USAID Hay Tao to support natural capital account-based communication, highlighting the implicit and explicit social benefits of ecosystem services and focusing on the direct impacts of livelihoods. In addition, USAID Hay Tao will explore the use of scenario modeling tools such as the WAVES, CECN, InVEST and other models and will provide technical assistance and mentoring services to key stakeholders (government agencies, area managers protected areas, civil society organizations and the private sector) in their use.
Preliminary work to capitalize national experiences (information gathering and pre-analysis) on country experiences under the WAVES Program and the Biodiversity / IOC Project mobilizing the CECN tool, was conducted by the USAID Hay Tao technical team. This work made it possible to compare the WAVES and CECN tools and understand the different obstacles / major challenges encountered in establishing ecosystem biophysical and monetary accounts.
In order to further deepen the status of play on the political, institutional and even legal aspects of NCV but also to provide the USAID Hay Tao and Mikajy team with initiations in this area, USAID Hay Tao wants to recruit an international expert consultant in this area.
Following the results and recommendations of this expert, in particular with regard to the appropriate and relevant tool(s) for the country, in order to carry out estimating the economic values of natural capital, another international expert will then be recruited to test the recommended modelling tool and training technicians who will be required to apply it in the sites of USAID Mikajy.
Key Responsibilities
- Jointly identify, with USAID Hay Tao technical staff, the key players involved in capacity building;
- Contribute to the organization and conduct 2 workshops in Antananarivo:
i. NCV Introductory Session: The targets will be identified by the technical staff of USAID Hay Tao and USAID Mikajy as well as key actors involved in the development and conservation of biodiversity within the Government of Madagascar;
ii. Discussion-Exchange Session: To include various institutions (i.e. World Bank, Conservation International, World Wide Fund for Nature, European Union, civil society organizations, and key actors and/or champions involved in the NCV within the Government of Madagascar) with experiences in NCV in order to:
- Strengthen experience sharing among different stakeholders and promote the multisectoral dimension of NCV
- Allow a participatory review and analysis of relevant national legal policy and institutional frameworks
- Clarify the status of the WAVES conducted for Madagascar previously and identify the reasons of not completing the WAVES for Madagascar
- Identify the Government of Madagascar’s intent to use the result of WAVES conducted previously with the World Bank to inform the NCV policy.
The targets for this second session will be composed of the various institutions that have already and/or are in the process of estimating the economic value of natural capital. The 2 sessions could be carried out as part of a continuous workshop of 2-3 days or divided into 2 different workshops.
- Complete a more in-depth review of NCV:
- Refine the National Experiences Capitalization document, produced by the USAID Hay Tao team;
- Analyze international, regional and national experiences in political and legal-institutional NCV frameworks;
- Identify best practices and lessons learned both at the international and national levels, and;
- Provide recommendations to better consider NCV in the political, legal and institutional frameworks of Madagascar and to establish a national NCV assessment system.
- Propose a mechanism and/or tools for establishing favorable conditions for integrating the value of natural capital into national accounts:
- Identify and analyze potential scenario modeling tools to estimate the economic value of natural capital (WAVES, CECN, Matrix, etc.);
- Propose and guide the USAID Hay Tao and Mikajy teams on the tool(s) that would be best adapted to the country context.
- Prepare the reports relating to this scope of work:
- Training report;
- Analysis report on the legal, policy and institutional frameworks related to NCV;
- Analysis and capitalization report of international, regional and national NCV experiences;
- Final performance report with recommendations/guidance.
Basic Requirements
- MSc or Phd in natural resources, resource economics, environmental management or similar field
- Proven experience in Natural Capital Valuation
- Experience in analyzing policy, institutional and legal frameworks in developing countries
- Experience with leading trainings and conducting NCV
- Experience or knowledge about Madagascar is preferable
