About the role: This is a 12 month, replacement role with unaccompanied terms based in Juba with a salary of €6000 month.

You will report to the NGO Forum Secretariat Director and will line manage the security team. You will work closely with other security actors in the country and with the member NGOs.

We would like you to start on 1st January 2020 as the current on 24th January 2020.

Your purpose:

The South Sudan NGO Secretariat coordinates the efforts of the NGO Steering Committee as voted representatives of the South Sudan NGO Forum, which has 116 international NGOs and 269 national NGOs in 2019. The NGO Secretariat exists for the purpose of coordination, information sharing, advocacy, policy/position paper production, government/donor/UN engagement and engagement

The NGO Security Focal Points leads the security team of the NGO Forum Secretariat comprising the Deputy Security Focal Point and Security Information Adviser. The purpose of the team is to support NGOs operations across South Sudan by providing security/safety advising and crisis management for continued delivery of aid assistance for purposes of saving lives and improving lives. This position is considered is part of the Secretariat’s senior management team.

The Security Focal Point also has a responsibility of streamlining the work of the security team through an action plan and producing a range of security information and communications products as well as leading on external engagements with relevant stakeholders as appropriate. The Security Focal Point is the custodian of established protocols for internal security information sharing systems within the NGO Forum and provide recommendations for internal Secretariat information and communications management.

You will be responsible for:

The NGO Security Focal Point supports the work of the NGO Forum through the following key tasks:

a. Corporate leadership and management. (10%)

  1. Lead and manage Security Team.
  2. Develop Security Team Standard Operating Procedures (SOPs).
  3. Attend Secretariat Senior Management Group meetings.
  4. As required integrate Security work strands into Secretariat long-term strategy under Director’s guidance.
  5. Coordinate linkages between NGO Forum and INSO and other organisations relevant to safety and security of NGOs.
  6. As required assist Director with corporate oversight of NGO Forum.

b. Information collection and management. (20%)

  1. Collect, manage and circulate pertinent security information.
  2. Quality assure security reports, analyses and incident database.
  3. Develop and standardise, good practice for priority threats and share relevant security resources.
  4. Establish and regularly update security protocols for information sharing platforms.
  5. Support the development of briefing papers / tools for sharing of information on common security concerns as required.

c. Communication. (20%)

  1. Facilitate NGO security meetings, briefings and workshops as often as necessary and ensure information is disseminated to relevant stakeholders.
  2. Help to ensure that all new NGOs are conversant with relevant security protocols and take security issues seriously.
  3. Represent the NGO Forum at meetings with UNMISS, UN AFPs, donors, diplomatic corps, and other external stakeholders and advocate NGO security challenges and needs.
  4. Support the Information Manager to expand and manage the security section of the NGO Forum website and mapping products.
  5. Strengthen NGO security coordination at the State-level.

d. Program quality and management. (15%)

a. Provide 24/7 security guidance and assistance to NGO Forum member organizations.

b. Support improved analysis of the overall security context.

c. Within resources provide education and training to enhance NGOs awareness of security and safety.

d. Assist NGO access to UN Security training.

e. Support the recruitment and cultivation of State-level volunteer security focal points.

e. Partnership. (15%)

  1. Ensure effective collaboration between the NGO Secretariat, UN, government, donors, national NGOs, and other in-country stakeholders on security-related issues.
  2. Engage with global-level NGO security consortia and other security coordination mechanisms for information sharing and best practice approaches.

f. Information knowledge. (20%)

  1. Stay well informed with political, security, humanitarian and economic developments in South Sudan, as well as the broader region.
  2. Monitor security management and humanitarian-related research and publications.
  3. Travel to State capitals and other NGO field concentrations as required.
  4. Maintain a security resource database of security manuals, and other practical tools and documents accessible to NGO Forum members.
  5. Secondary tasks.
  6. Supervise and direct DSFP and Security Analyst.
  7. Oversee general security and safety of Secretariat staff.

Your skills and experience will include:

Essential:

  1. Bachelor’s degree in security, risk or international relations, Master’s preferred.
  2. At least 5 years working experience with NGOs, UN Nations Agencies, and/or Donor
  3. Demonstrated interpersonal, team working and management skills.
  4. Agencies either in a safety and security management or operational role. Experience in fragile environments / post-conflict contexts is essential.
  5. Experience within an operational NGO strongly preferred. However, equivalent experience, including the UN, DPKO missions, diplomatic community, donors, national governments and others.
  6. Experience of South Sudan essential.
  7. Solid understanding of the UN system, integrated missions, principled humanitarian assistance.
  8. Demonstrated improvements in programs or services including taking calculated risks on new and unusual ideas; thinking ‘outside the box’, showing an interest in new ideas and new ways of doing things.
  9. Strong analytical skills and demonstrated ability in writing briefing papers and other information products.
  10. Track record of producing various types of communications and information products including reviewing/editing reports, producing PowerPoint presentations, developing one-page memos, and protocols.
  11. Ability to communicate effectively with a diverse set of governmental and non-governmental stakeholders.

Personal Skills

  1. Strong sense of integrity; able to handle sensitive information with professionalism and confidentiality.
  2. Strong analysis and problem-solving skills with ability to think strategically and make sound action-oriented judgment.

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
