ABOUT THE MISSION …

Since August 2016, Solidarités International (SI) has been working in North East Nigeria, mainly in Borno. The current political and military crisis has affected millions of lives in Nigeria and SI is answering the needs of displaced populations and host communities in Borno State. The targeted areas of intervention are WASH, shelter, logistics, RRM, food security and livelihood, through the current implementation of 6 programs.

This mission has potential to continue developing relevant and mandate-based interventions to cover the needs in the area and to ensure a humanitarian impact. The teams are well staffed with very diverse profiles, and there are some positions on turnover.

Here are the key numbers about the mission:

  • 5 bases (Maiduguri, Abuja, Dikwa, Ngala and Monguno) plus Coordination Office in Maiduguri.
  • The number of expatriates is around 20
  • The national staff are approximately 200
  • The total budget of the mission is around 9 million euros

ABOUT THE JOB

The logistics coordinator steers a mission’s logistical activities in order to ensure that Solidarités International in-country programs run smoothly.

He/she implements Solidarités International mission procedures and logistical tools, and ensures that they are properly used and adhered to.

He/she participates in defining Solidarités International’s mission strategy, in drawing up projects and in assessing the resources needed for Solidarités International activities.

He/she supports the Head of Mission in operational security management.

He/she is the point of reference for the mission and serves as the link between headquarters and the mission for all matters relating to logistics.

The main challenges of the position:

We are looking for a senior profile, experimented in logistic coordination at national level in expatriate position, very familiar with big size team and proficient in security management/access, especially on decision-making, diplomacy and external communication with local authorities.

The mission volume is important, composed by several different grants and challenges are complexes, so we are looking for a solid manager, capable to keep calm even facing important decisions, and able, in the same time, to maintain a good team cohesion and improve logistic department performances, with care and a pedagogic aptitude in capacity building.

Under the supervision of his Country Director and with the support of headquarters teams, the Deputy Country Director for Programs is responsible for:

General objectives

  • The logistics coordinator pilots logistics activities of the mission to ensure the smooth running of SI programs in the country.
  • He/She ensures the implementation of SI procedures and logistics tools on the mission and ensure their compliance and their proper use.
  • He/she helps define the mission strategy, drafting and designing projects necessary means and activities SI.
  • S/he leads the mission in ensuring that new /upcoming logistics procedures mandated by the government or its bodies are adhered to.
  • S/he represents the mission in Logistics sector and supports the CD/Log sector in logistics related advocacy as per need.
  • He/She supports the head of mission in the operational safety. He is the referent on the mission and the link between headquarters and the mission for any issue related to logistics
  • He/She supports the Field coordinator and base staffs in all necessary matters

Priorities for the 2/3 first months

  • Kick off of new projects purchases
  • Follow up of bases procurement process
  • Training of new national base logistics managers
  • S/he supports the CD on Security related issues in the mission including as acting CD on security in absence of CD in the mission.

Specific stakes and challenges:

  • Management: The team in coordination office is composed by
    • 1 Deputy Log Coordinator (expatriate), focus mainly on Supply management
    • 1 IT Responsible
    • 1 Stock Manager
    • 1 assistant LogCo (to be recruited in a short notice)
    • 1 Procurement Manager, who is the manager of 2 purchase officers

Moreover, the Log Coordinator has a functional link with the Log Managers in the bases.

  • Partners: the main partners are the NGOs of the consortium projects, WFP in Monguno, Logistics sector in Maiduguri and Government of Nigeria (including Government Armed Forces). The sector meeting participation is a very important part of the log Coordinator part
  • Context: The specificity and difficulty of the context implies challenges in the carry on of the daily logistics activities
  • Contractors: SI’s activities are sometimes requiring strong technical skills and heavy machinery (borehole drillings…). Thus, SI has to rely on contractors to conduct those works which should be very closely monitored.

A key management point is that in Maiduguri are located both an operational base and most of the coordination team. It will be important to ensure that communication schemes are in place and that there is no confusion between base and coordination (decision-making, roles and responsibilities).

YOUR PROFILE

Qualifications :

  • 5 years of logistics management experience with at least 1 years’ experience at a management/ coordination level and 2 year in an international (i.e. not home country) context
  • A degree in Logistics, Engineering, Business, or related field
  • Very good English proficiency
  • Strong computer skills in Microsoft packages, including Word, Excel, and Outlook
  • Strong, proven Knowledge of security management systems and approaches for NGO’s
  • Ability to integrate into the local environment, taking account of its political, economic and historical characteristics
  • Appropriate skills and experience in the capacity building and training of staff
  • Strong experience of developing and implementing systems
  • Knowledge of project management, vehicle management, procurement, stock control and management systems;
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
  • Resilience to stress
  • Ability to work under own initiative.

SI WILL OFFER YOU…

A salaried post: according to experience from 2640 euros gross per month (2400 base salary + 10% annual leave).

Per Diem: 600 USD / month.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

Living conditions

The Logistic Coordinator will be based in Maiduguri. He/she is living in a guest house, with a single bedroom (with/out attached bathroom) and a shared kitchen. The expatriates living in the base are quite various in terms of nationality: this is a treasure but also requires adaptability and open-minded.

The Logistic Coordinator will often travel to areas of interventions. He/she has to respect the security measures in place, like curfew time and SI restrictions/rules. The environment is highly volatile, so the coordinator has to adapt him/herself to sudden changes.
