ABOUT THE MISSION

  • Mission: size, bases, budget, number of expatriates and national staffs.

Solidarites International launched its operation in Nigeria in 2016 as a consequence of the humanitarian needs of displaced populations and host communities caused by the current crisis with conflict and the ongoing violence in the North-East of Nigeria led by Armed Opposition Groups since 2009. The security situation and epidemics/outbreaks continue to affect millions of lives in Northeastern and North Western parts of Nigeria. As of June 2022, according to IOM Displacement Tracking Matrix, an estimated 2.2 million people are displaced within Borno State which remains, for a major part, inaccessible to humanitarian actors.

The targeted sectors of intervention are WASH, Shelter, RRM, Food Security & Livelihoods. The annual budget of the mission is around 8.3 million euros in 2022.

The mission is organized with a coordination office in Maiduguri and 3 bases located in Ngala, Dikwa and Monguno managed remotely from Maiduguri for the North-East. In the North-West, Solidarites International is conducting activities on 3 bases located in Gusau, Anka and Taleta in Zamfara State. Abuja is the representative for the mission Nigeria.

ABOUT THE JOB

  • General objectives
    • The logistics coordinator pilot logistics activities of the mission to ensure the smooth running of SI programs in the country. He ensures the implementation of SI procedures and logistics tools on the mission and ensures their compliance and their proper use. He helps define the mission strategy, drafting and design projects necessary means and activities SI. He supports the Country Director in the operational safety. He is the referent on the mission and the link between headquarters and the mission for any issue related to logistics.
  • Specific stakes and challenges
    • Logistic management capacity. Limited presence in the field for senior staff the Logistic coordinator will have to participate in designing a logistic strategy (HR/process….) to insure compliance of logistic process within a restricted access constraint.
    • Participate to risk mitigation analysis along with CDs, FCO and security coordinator to set up efficient mitigation measures (tools, process…) at field level (infrastructure, telecom, contingency plan….)
    • Empower the inter-department coordination/communication (with program, finance….) at each level (base, coordination….) to generate/increase global understanding of the mission and of challenges in the different departments.
  • Priorities for the 2/3 first months
    • Harmonize the standard and approach of logistics within the different bases:
      • Remote management
      • Security means setup
      • Use of monitoring tools
      • Market assessment countrywide
      • Procurement strategy
    • Define with the bases/coordination the relevant means for the logistics department (RACI, JD….) to suit the new situation of the mission (financial situation, access challenges…)
    • Ensure a precise monitoring, forecasting of logistics expenses to increase the accuracy of our budgeting (PALM, LFU, BoQs…)
    • Analyse and rationalize where possible the bases/coordination support running costs (supplies, maintenance, DW….)

  • 1 Fleet /Facilities Assistant
  • 1 ITC Responsible
  • 1 Travel Officer

YOUR PROFILE

Education:

  • Education background in logistics, transport, warehousing, IT, supply chain,

Experience:

  • Minimum 3 years relevant logistics and management experience in emergency and/or development context
  • Experience in the management of budgets and the ability to prepare timely, complete, and accurate reports
  • Demonstrable knowledge of rules, regulations, and donor policies governing the compliance/regulatory management of procurement rules from US, EU, UN, and other agencies
  • Proven ability to develop, implement and support adequate logistics systems, including planning, managing, procurement, fleet stock, and asset management
  • Previous experience with SI is an asset
  • Previous experience in remote management is an asset

Technical skills and knowledge:

  • Very good command of logistics procedures
  • Problem-solving and analytical skills with the ability to assess challenges and recommend solutions
  • Strong management, training/capacity-building skills
  • Computer literacy with very good command of MS Office Suite and especially high proficiency in Excel to handle and develops auditing tools with the headquarter

Soft skills and spirit:

  • Autonomy
  • Respect for safety/security rules;
  • Flexibility;
  • Stress management skills: the ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;
  • Team player, capacity to give a positive dynamic to a young team whilst being fully part of the base’s management team.

  • Commitment to the fundamental principles of SI’s charter and ethics.

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
