Project Summary

The purpose of the Nigeria Monitoring Project (NMP) is to establish a third-party monitoring system to monitor, verify, and analyze trends on humanitarian programs in Nigeria funded by USAIDs Office of U.S. Foreign Disaster Assistance (OFDA) and the Office of Food for Peace (FFP). The program will create an independent and verifiable monitoring mechanism for OFDA and FFP programs in Nigeria that will increase OFDA, FFP, and their partners understanding of the outputs, outcomes, processes, progress, quality, challenges, achievements, and lessons learned of their projects.

In 2019, NMP will monitor USAID-selected OFDA and FFP partners that implement priority Food Assistance sector activities in Borno State. To date, design of NMP data collection tools and protocols has followed an iterative process that has responded to the information and adaptive learning needs of OFDA and FFP and their partners. During design process, the NMP team works with sector specialists and USAID technical specialists to ensure that data collection approaches are contextually sensitive and relevant.

Position Summary

The Short-Term Technical Consultant (Food Assistance) will:

  • Provide sector-specific (Food Assistance) technical advice and guidance to the NMP technical team.
  • Assist in the development of draft and finalized USAID Food Assistance Sector data collection instruments (questionnaires) and associated enumeration protocols for field staff.
    • Questionnaires will include explicit enumerator administration instructions (protocols) and components devoted to subsector data collection through a variety of methodologies, which may include; key informant interviews, document reviews, direct observations, specific measurements, focus group discussions, inventories and more.
  • The position will work directly with the NMP Chief of Party and the Technical Director to design, develop and finalize the NMP Food Assistance sector questionnaires and field data collection protocols.

Qualifications

  • A BA/BS degree in Health, Food Assistance, Nutrition, Humanitarian Assistance, Conflict/Post-Conflict Studies or related fields.
  • At least five years of professional-level experience in USAID OFDA and FFP humanitarian assistance programming (Health and/or Food Assistance sectors preferred), ideally in Northeast Nigeria.
  • Practical expertise in qualitative research design, data collection, and analysis.
  • Experience in the design and application of field-based monitoring methods to produce, analyze and use data and share/communicate information.
  • Strong oral and written proficiency in English are required.

Success Factors

The candidate will have strong organizational skills, ability to interact effectively with international and national staff, vendors, subcontractors and clients. He/she will possess strong English language verbal and written communication and will be a solid team player. He/she will possess a demonstrated ability to multi-task, adhere to specific timelines, be a strategic thinker and operate with genuine dedication to program support.
