NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. It consists of several, world-leading standby rosters, comprising more than 1000 highly qualified women and men. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action.
NORCAP rosters’ experts work with UN agencies, humanitarian organizations, development actors and national stakeholders to build save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.
The GFCS is a global partnership of governments and United Nations and international agencies aimed at enhancing the production and use of climate information and services. The World Meteorological Organization is leading the initiative in collaboration with UN International Strategy for Disaster Reduction (UNISDR), the World Health Organization (WHO), the World Food Programme (WFP), the Food and Agriculture Organization of the UN (FAO), the UN Educational, Scientific and Cultural Organization (UNESCO), the UN Development Programme (UNDP), and others. These international partners are pooling their expertise and resources in order to design and produce knowledge, information and services that support effective decision-making.
NORCAP is supporting the work of the GFCS through strategically placed expert deployments and is now recruiting a Regional GFCS advisor for one year, with the possibility for extension.

Job description

Overall purposes of the post:
• Provide system-wide (UN system plus other actors) substantive leadership to effectively coordinate the development, mainstreaming and use of climate services in the different sectors;
• Provide high-level policy and technical advice, and capacity development support to the governments on developing and using tailored climate services.
Job tasks include:
• Coordinate and manage the GFCS Regional Team (staff currently based in Senegal, Niger and Burkina Faso) and provide support to national processes
• Facilitate the completion of National and Regional Frameworks for Climate Services in the Sahel and contribute to their operationalization.
• Provide expert support to Senegal’s National Framework for Climate Services (NFCS) process
• Finalize the development of the GFCS Regional Sahel Proposal to the Green Climate Fund and undertake the appropriate follow up
• Contribute to research and innovation on Climate Services and facilitate cross-regional learning
• Facilitate the development of good practices and lessons learned on development and application of climate services
• Facilitate coordination with and among relevant stakeholders involved in the entire value chain of production and application of climate services in the region, including mapping of regional and national activities
• Facilitate the development and implementation of a knowledge management platform
• Advocacy and Resource mobilization

Qualifications

  • Strong knowledge of regional/international mechanisms and initiatives related to the production, dissemination and use of weather and climate information and services by development sectors policies and decision makers.
    • At least 10 years of combined national and international progressively responsible experience at management level, of which at least four years organizing and coordinating programmes and projects within a National Meteorological Service or an international organization on Meteorology or related disciplines. Familiarity with the development of National Meteorological and Hydrological Services
    • Excellent skills in project formulation, implementation, monitoring and evaluation and resource mobilization
    • Ability to work in a multicultural environment and to foster collaboration and team spirit. Experience in managing teams and supervising colleagues.
    • Extensive field experience in one or more of the areas of GFCS. Knowledge of Early Warning Systems and ability to assess country’s hazards, vulnerabilities and risks across the five GFCS sectors
    • Internationally recognized contributions to the theory and practice of climate services, climate change adaptation, in the form of publications, policy papers, trainings, and other deliverables
    • Demonstrated abilities and contributions to policy and guideline formulation, resource mobilization, team building, team leadership and management, preferably in a capacity related to the UN system
    • Demonstrable knowledge and experience in the design, management and evaluation of complex, multi-disciplinary capacity building programmes involving national governments, civil society and international organizations
    • Working experience from international/UN agencies an asset
    Language:
    Fluency in both English and French. A working knowledge of other UN official languages, in particular Portuguese and/or Spanish are an asset
    Education level:
    Advanced university degree in Climatology, Meteorology or a relevant scientific field. A specialization in Climatology would be an added value.
