1. Introduction

Accelerating the Su­stainable Control and Elimination of NTDs (ASCEND) is a £200 million invest­ment from the UK government’s Department for International Development (DFID), to advance the impact and su­stainability of national programmes tackling neglected tropical diseases (NTDs). To be implemented between September 2019 to March 2022, ASCEND comprises of two lots – one focusing on South Asia, East­ and Southern Africa (lot 1) and the other on West­ and Central Africa (lot 2). ASCEND lot 1 is implemented by a consortium of technical partners led by Crown Agents, including Abt Associates, Oriole Global Health and the Royal Tropical Inst­itute. Central to ASCEND 1’s approach is a close collaboration with National Governments and other implementing partners, to enhance national approaches to NTD control and elimination. ASCEND’s goal is to contribute to the global goal of reducing the burden of targeted NTDs so that they are no longer a public health problem.

In Ethiopia, ASCEND will focus on 3 NTDS – Onchocerciasis, Trachoma and Schistosomiasis anchored on the following broad areas of intervention:

(i) *Treatment and prevention of disability, including mass drug administration (MDA), diagnosis and treatment, surgeries, morbidity management and disability prevention.*

(ii) *Increasing the integration of aspects of NTD programmes within the health systems.***

(iii) *Strengthening national health systems, integrating efforts to strengthen the relevant building blocks of the health system.*

(iv) *Data for targeting and monitoring, including impact assessment and alignment of NTDs with national and international MEL systems and processes.*

(v) *Cross-sectoral collaboration, in particular within the health and WASH/BCC sectors. *

DFID has contracted Crown Agents together with its consortium partners to act as Fund Manager for ASCEND in Kenya. Therefore, Crown Agents will work with the Ministry of Health (MoH) to support the immediate procurement of services from Implementing Partners (IPs) that will further the above-stated objectives of ASCEND in the country.

2. Scope of work

Job Purpose: The NTD Surveillance and M&E Advisor will:

o Assist implementing partners in the implementation of routine NTD M&E, surveillance, and training of trainers within ASCEND supported NTD work in Ethiopia and esure the program is implemented within the recommended standards of safeguarding.

o Support the FMoH’s NTD department in the rollo out and institutionalization of DHIS2 database in close consultation with the Policy and Planning Directorate by maintaining user accounts for national, regional, and partner-level access and integration with national systems such as HMIS, PFSA, EPHI and global systems such as GET2020 and ESPEN NTD Portal

o Work closely with the NTD implementing partners M&E Teams and Regional Health Bureaus (RHBs) to ensure timely NTD entry of high-quality data into the national NTD DHIS2 data system

o Assist Regional Health Bureaus on the planning, implementation, and reporting of MDA and associated quality control checks, including disease-specific QSATs and enhanced supervisory techniques as requested.

o Maintain and update an M&E calendar including the timing of MDA, TCS, and disease-specific assessments (e.g. pre-TAS, TAS1, TAS2, TAS3, Trachoma impact surveys, SCH/STH sentinel site surveys, etc.)

o Coordinate data sharing between the MoH, the ASCEND regional MEL manager and the global ASCEND MEL office (KIT).

o Collect, collate and report key NTD indicators to the ASCEND consortium required to monitor implementation and progress of ASCEND activities.

Monitoring & Evaluation Work with the NTD Team Coordinator and disease focal persons to:

o Coordinate implementing partners to support RHBs to enter treatment and NTD survey data from the Integrated MDA summary form into the NTD DHIS2 database following MDA through ‘programme-specific or M&E Technical Working Group meetings;

o Provide support to FMoH in assessing, planning, implementing, monitoring, and evaluating NTD projects using data in the NTD DHIS2 national database;

o Ensure that best practices in the use of M&E and surveillance for the control and elimination of NTDs include the most up to date guidance from WHO;

o Assist in the implementation of planned and budgeted NTD activities for disease mapping and disease-specific assessments surveys, including assessments on the quality of preventive chemotherapy data;

o Represent the FMoH at data audit session meetings conducted at the regional level

Surveillance and Training Work with NTD Team Coordinator and disease focal persons to:

o Provide direct assistance to implementing partners and RHBs for the use of WHO supported information systems, and other global tools for NTD surveillance and M&E for the timely collection, management, analysis, and reporting of high-quality data to ASCEND and national NTD programme;

o Provide capacity building for M&E of NTDs, including data collection, NTD mapping, data quality assessments, treatment coverage surveys, assessment of disease transmission and evaluation of NTD programme impact in conjunction with the country office;

o Provide support to RHBs on the use of the NTD DHIS2 database for reporting and data review;

o Provide support to formerly endemic areas that have interrupted disease transmission as well as those where transmission continues, to improve their surveillance and intervention delivery;

Research and Partnerships Work with NTD Team Coordinator and disease focal persons to:

o Support operational research endeavours, documentation and evidence to guide innovative approaches to NTD programme interventions in collaboration with external partners, including ASCEND;

o Provide support, as appropriate, into NTD research concept notes, protocols, ethics applications, data analysis, reporting and drafting papers for publication as needed;

o Apply that learning into improved work planning and project activities.

o Provide support in capacity strengthening of the MOH and Implementing Partners to establish MEL processes that contribute to effective collaboration, learning, and adaptation systems.

o Prepare presentations on the use of information systems to collect, store, use and share data as well as the programmatic activities that generate and use these data

M-health Work with NTD Team Coordinator and disease focal point persons and EPHI to:

o Lead training and support (at all levels) to NTD programs in the rolling out of – should the FMoH opt for its adoption – the MDA monitoring tool, always using ASCEND’ best practices and working in conjunction with technology partners;

o When applicable, support mHealth Advisors in the creation of training packages, case studies, and other documentation;

o Ensure the integration of smartphone-based survey data with the national NTD DHIS2 database and with global systems such as the ESPEN NTD portal

These principle accountabilities are not meant to be an exhaustive list of tasks. The need for flexibility is required, and the jobholder is expected to carry out any other related duties that are within the employee’s skills and abilities whenever reasonably instructed.

o High-quality and timely quarterly updates on NTD data entry, NTD report generation, and use of NTD data for decision making at the RHB and implementing partner levels to the FMoH NTD Team Coordinator and the ASCEND Technical Health Systems Director;

o Effective mobilization of technical expertise in support of documentation of standard best practice and lessons learnt;

o Implement and sustain the national NTD DHIS2 database with all up-to-date NTD program data;

Jobholder Entry Requirements:

Knowledge (Education & Related Experience):

o Masters of Public Health (minimum) with specialization in statistics and/or epidemiology.

o At least 5 years experience working and a data manager or MEL manager withing the NTD health sector

o Experience in monitoring and evaluation of large-scale NTD programmes (Essential)

o Experience designing and deploying the DHIS2 system for programmatic data collection and management software (Essential)

o Scientific knowledge of NTD diseases (Essential)

o Experience in design and programming of m-Health surveys and applications, including training of surveyors (Essential)

Skills (Special Training or Competence):

o Ability to build strong working relationships to enable effective management of partnerships and work collaboratively as part of a global team.
