Job Summary:

Provides technical assistance and support to programs. Collects, complies, and analyzes information relevant to programs. Provides administrative and project support, in addition to communication efforts related to program management and execution. Ensures compliance with internal and external regulations. Monitors budget for programs and develops monitoring system for reviewing project status. Ensures completion of program while adhering to budget, scope, and schedule requirements. Develops/Reviews work plans, prepares presentations, and supports other related program objectives and deliverables.

Accountabilities:

  • Provides support to program management such as troubleshooting, updates work plans, coordinates travel arrangements and monitors program activities.
  • Tracks performance against Financial Cost Objective (FCO) ID, project timelines, budget, objectives, and deliverables.
  • Facilitates communication by answering partner inquires and monitoring project websites.
  • Designs, implements, and coordinates specific program activities and may conduct research to achieve program goals.
  • Works with Project Manager and assists with developing budgets, proposals, managing grants, project materials, and information.
  • Collects, complies and analyzes information relevant to the program.
  • May provide administrative support to programs as needed by writing, reviewing, and translating reports on a quarterly basis.
  • Provides technical assistance and support to program.
  • Reviews and contributes to work plans for one or many programs.
  • Documents and shares project accomplishments, challenges, and lessons learned among internal and external partners.
  • Serves as the liaison for internal units, such as finance, contracts, centers, etc.
  • Supports program/project teams administratively and technically to provide high quality deliverables to clients.

Desenvolver actividades de pre, durante e e pós adjudicação; Providenciar apoio no desenvolvimento da proposta de orçamento do Parceiro, processo de revisão e mecanismos para o desenvolvimento de subacordos; Servir como principal ponto de contacto na revisão dos sub acordos antes de submeter ao Gestor Sénior de Contratos e Subvenções para a revisão final; Assegurar que as modificações dos sub-acordos estão de acordo com regras e incluem toda a documentação para a sua efectivação  (revisão de orçamento/realinhamentos, extensões de custo, e outras operações que requerem a aprovação do doador tais como, salários, taxas de consultoria, renúncias, etc); Garantir que todos os sub acordos e modificações estejam actualizados, reflectindo todos os princípios mutuamente acordados por ambas as partes e que os interesses da FHI360 estejam totalmente salvaguardados, em termos de conformidade na descrição do programa, planificação, orçamento, processos de compras (procurement), autorizações, monitoria técnica e financeira se necessário; Conduzir os processos de fecho de sub acordos e responder aos assuntos relacionados as auditorias (interna e externa conforme aplicável e se necessário); Fornecer apoio para as organizações locais para perceberem a aplicação das regras e regulamentos da USAID e monitorar a observância da conformidade global em resposta aos requisitos da USAID; Fornecer apoio de capacitação com base nas necessidades identificadas na fase de pré-award e em outras avaliações organizacionais e institucionais; Trabalhar em estreita colaboração com o oficial de programas na elaboração e gestão dos subacordos com os parceiros de implementação; Manter em dia o arquivo electronico e fisico; Realizar outras tarefas que sejam solicitadas.

EDUCAÇÃO / EXPERIÊNCIA:

  • Grau universitário em, Saúde Pública, Ciências Sociais ou outras áreas preferencialmente relacionadas. Anos de experiência prévia na gestão de programas e projectos com especial atenção para os financiados pela USAID;
  • Conhecimentos solidos das   normas e regulamentos do governo dos EUA e de trabalho em ambiente de ONGs e OCBs;
  • Experiência anterior na provisão de assistência tcnica a parceiros locais;
  • Forte capacidade de liderança na planificação estratégica;
  • Excelente capacidade de comunicação e relacionamento interpessoal;
  • Dinamismo e proactividade;
  • Excelentes conhecimentos na área de informática;
  • Dominio da lingua Portuguesa e habilitado em trabalhar na lingua inglesa.
