Project HOPE seeks an Operational Learning and Logistics Manager to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of an upcoming USAID Leading Organizational Capacity and Localization Development Activity (LOCAL) project in Zambia. This project aims to support the organizational capacity of current USAID/Zambia local implementing partners to manage, implement, and monitor programs that effectively and efficiently deliver sustainable quality development outcomes and impactfully influence local development agendas.

The Operational Learning and Logistics Manager will lead a comprehensive learning effort across the components and plans and coordinates all event logistics, in support of the Chief of Party. The Operational Learning and Logistics Leading Organizational Capacity Manager will lead the Annual Learning and Networking Conference design and execution and Capacity Strengthening Learning content across deliverables. The Operational Learning and Logistics Manager will support the Chief of Party to develop a strong vision and implementation of the program with an evidence-based approach, integrating innovative strategies and delivering on all objectives of the project. He/She will be responsible for overseeing the day-to-day management of staff including mentorship and training. He/She will be responsible for grants management, financial and programmatic reporting, procurement, budgeting and financial monitoring, oversight of political reporting and analysis, technical oversight of certain activities, monitoring and evaluation, and responding to funder requests as needed.

This position will be based in Zambia. This is a Cooperating Country National (CCN) position and individuals who are citizens or permanent residents of Zambia are encouraged to apply.

Responsibilities

  • Design logistics country structure, build and manage a national team of professionals and deliver immediate training to enhance effectiveness
  • Ensure effective field coordination
  • Provide guidance and coordinate support to the programmatic teams and sub-grantees, including identifying and promoting clear communications on issues of programmatic and budget management activities, compliance, monitoring and evaluation, and documentation
  • Supervise a team of finance, grants, operations and administrative professionals; provide capacity building and mentoring when necessary, and ensure effective implementation of administrative and financial procedures compliant with Project HOPE and USAID policies
  • Review and oversee administrative, procurement, and financial management procedures and recommend improvements as needed
  • Manage LOCAL learning platforms including linkages to existing opportunities for sustainability
  • Oversee staff capacity-building across the program and provide evaluation and workforce management to ensure their continued growth
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of Project HOPE’s contract with USAID and with internal reporting requirements
  • Provide technical advice and leadership to build capacity of local organizations on specific activities
  • Lead routine analysis of data for learning and adaptation; visualize and summarize data and communicate with senior staff
  • Work in collaboration with internal project teams supporting good governance and civic engagement in Zambia
  • Serve in an acting capacity in the absence of the COP
  • Other duties as assigned

Required Qualifications

  • Master’s degree or equivalent in public health, international development or relevant field. Applicable experience in the field of public health and related work can also substitute for a Master’s degree
  • Minimum of 8 years of leadership and experience in training and strategic information for complex international development programs
  • Experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment
  • Demonstrated experience managing operational, project management and administrative duties for U.S. Government–funded projects or other internationally funded programs
  • Significant relevant experience in project management and supervising staff, preferably as an operations manager for projects in developing countries
  • Experience and technical expertise working on capacity building and local governance, particularly in an international development context
  • Demonstrated experience in designing and managing operational research and evaluations
  • Experience with coordinating trainings, workshops, and events to promote learning within and between projects
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up and collaborating with local partners
  • Understanding of the Zambian (or similar) social and political context, and developments in the health sector
  • Previous experience working in Zambia (or similar), with intimate understanding of local health system and health systems strengthening and solid relationships with government agencies
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, PVOs, the private sector and other donors
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Fluency of English in reading/writing/speaking is required and additional fluency in local language is preferred
  • Proficiency in Microsoft Office applications and data collection software
  • Excellent oral and written communications skills
  • Ability to travel nationally and internationally as required

Work environment:

  • Typical office environment with exposure to a minimal noise level
  • Emergency deployments may be in resource-deprived environments with austere living conditions
  • Travel for extended periods may be by air and/or other modes of transportation
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship”
