Established in 1997, our client works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, our client operates under legislative mandates of both the General Assembly and the Security Council. Our client also responds to specific requests for support from the UN Secretary-General or designated official. Our client is mandated to coordinate the mine action work as Chair of the Inter-Agency Coordination Group on Mine Action (IACG-MA) and its subsidiary groups, a responsibility established by the General Assembly (A/RES/72/75) and confirmed by the Security Council in 2480 (2019). Our client is also the global lead for the Mine Action Area of Responsibility within the Global Protection Cluster, as well as the Chair of the International Mine Action Standards (IMAS) Review Board and its Steering Committee. Our Client supports the entire system through a small team at headquarters, a humanitarian hub in Geneva, and some 3,000 women and men employed through funding in the field. Role objectives

The Ops/QA Officer will be responsible for the following:

  • All aspects of mine action related activities carried out by contractors under yoursupervision and control;
  • Conduct quality control on training and mentorship carried out by contracted trainers Implementation and monitoring of technical, and national safety standards.
  • When requested, act as the Investigating Officer for Detailed Independent Investigations or Boards of Inquiry for Mine/UXO Accidents or incidents;
  • Debriefing the MA organizations on QA achievements and QA assessments and ensure that all QA assessment data is captured through the appropriate QA documentation and QA tracker;
  • Provide guidance on any specific corrective actions to be taken by organizations, following an inspection, which finds a critical non-conformity;
  • Ensure proper maintenance of documentation for all inspected land;
  • Responsible for ensuring proper storage of explosives in accordance with national and international guidelines an ensure control and security of explosives that are used by implementing mine action organisations within the AOR.
  • Understand the International Mine Action Standards (IMAS) and International Ammunition Technical Guidelines (IATG’s); ensure that Mine Action Organization Standard Operating Procedures (SOP) are in compliance with the IMAS and IATG’s and are conducting safe and effective Mine Action and PSSM Operations;
  • As directed by the Regional Area Coordinator, coordinate, facilitate and prioritize all operational tasking within the area of responsibility trainers and mentors to the benefit of our client personnel, civilian and military.
  • Provide advice and input into the development of strategic and procedural documents related to EOD/IEDD matters in support to our client.
  • As directed by the Regional Area Coordinator, coordinate efforts in the area of capacity building relations in mine action and against the risks posed by explosive threats (EOD and IED) in accordance with the approved project work plan.
  • Comprehensive general operational management of the Regional UNMAS office in absence of the Regional Area Coordinator
  • Other tasks as directed by the Programme Manager and Chief of Operations.
  • Assist in the production, implementation and monitoring of technical training documentation
  • Continuously look for areas of improvement in efficiency, effectiveness and safety of the programme with regarding to training for the TCC
  • Conduct training and provide coaching and mentoring on all aspects of C-IED The implementation of a QA management system and ensure that the system is being applied in a fair and equitable manner, and that accreditation, licensing and monitoring does not interrupt or delay MA projects;
  • Conduct training on Landmine clearance, ERW clearance and IEDD/CIED as required
