Project Overview and Role

The UK Department for International Development (DFID) is launching a new programme in Malawi, designed to increase adoption of beneficial health behaviors and uptake of health products and services through a broad-based behavior change and communications initiative. The programme covers Nutrition; Water, Sanitation and Hygiene (WASH) and Sexual Reproductive Health and Rights. The programme will have a broad geographical reach, covering both urban and rural areas.

Responsibilities

The Operations Director (OD) has overall in-country operations responsibility for the project. As a senior representative of the company and the programme, the OD ensures that risks are minimised, company policies, processes and procedures are adhered to, and the project is compliant with client policies, rules and regulations.

Strategic and operational planning

  • Supports the Team Leader in preparation of the annual strategic plans; operational work plans and budgets; staffing plans; performance improvement plans and other plans as required;
  • Ensures appropriate consultation in the development of operational plans and budgets.

Financial management and administration

  • Ensures consistent implementation of company Standard Operating Procedures (SOPs) and Guidelines, Security Protocols and, where applicable, recommend modifications;
  • Oversees preparation and submission of monthly financial statements, expense reports, bank reconciliations and fund transfer requests;
  • Oversees the preparation of monthly, quarterly and annual expenditures and forecast estimates for the project;
  • Ensures the project provides and demonstrates good value for money;
  • Supports the preparation and delivery to the client of budget variations and contract amendments.

Fund management

  • Responsible for transparent management of any grants and compliance with DFID and company regulations.
  • Provides oversight for the monitoring of the financial performance of grantees and sets reporting frameworks.
  • Ensures support to fund recipients and identifies capacity needs in finance/risk management/operations

Client relationship and stakeholder management

  • Represents and promotes legitimate commercial interests of the company;
  • Maintains excellent working relationship with the client and supports the Team Leader in communications with DFID and the Ministry of Health (MoH) and in agreement of the programme?s strategy, plans, resource requirements and any other contract amendments required;
  • Manages relationships with consortium partners, other donors and project stakeholders as appropriate;
  • Maintains regular communication with relevant stakeholders and ensure that reporting and critical programme issues are resolved in a timely manner.

Training, supervision and leadership

  • Provides operational guidance, oversight and quality assurance for all project activities, outputs and deliverables;
  • Assumes responsibility for administrative, operational and financial support required for the effective implementation of work plans on time, within budget, meeting client and stakeholder expectations and contractually compliant;
  • Supports Team Leader in maintaining an up to date logs of issues and risks; works to resolve issues, manages and mitigates risks; and escalates material issues and risks as appropriate.

Human Resource management

  • Assumes overall responsibility for the effective and professional management of the operations team (including administrative, finance and HR staff);
  • Leads, guides, mentors and manages the performance of direct reports and ensures appropriate leadership, guidance, mentorship and management of other operations staff;
  • Participates as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development.

Requirements

  • A university degree in project management, finance, accounting, human resources management, or other related discipline;
  • At least 10 years? relevant experience in programme and financial management in similar sized programmes (over GBP 50 million);
  • Proven expertise in fund / grants management, accounting and auditing, monitoring of grant compliance and management and the establishment of internal controls;
  • Experience of delivering DFID programmes and understanding of DFID expectations and regulations;
  • Experience of working with across organisations and programmes and at different levels (national, district, zonal) levels of Government, Civil Society Organisations and development partners;
  • Ability to communicate effectively and negotiate persuasively with high level decision makers as well as the ability to work collaboratively across technical disciplines;
  • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience. Knowledge of Chichewa is an advantage.
  • Willingness to travel within Malawi.
