Program Description:

The USAID/DRC Foundational Literacy for Improved Educational Resilience (FLIER) Activity will be a five-year project that will leverage USAID/DRC’s prior experience in supporting improved reading & literacy and social & emotional learning outcomes to ensure that all children ages 6-9 in select marginalized and under-served peri-urban and rural zones gain foundational literacy and social & emotional skills enabling them to function in school at a grade 2 level or above.

Position Description:

The Operations, Finance, and Compliance Director will work under the leadership of the Chief of Party. The main function will be to provide operational, financial, and compliance oversight for all aspects of the project in accordance with USAID regulations. This position will require leadership, initiative, sound judgment, and the ability to manage a wide range of administration, finance, and compliance issues. This position will oversee administrative procedures for the project and ensure program actions are in compliance with USG and FHI 360 regulations including procurement, travel, human resources and other administrative policies. S/he is responsible for financial analysis, planning, and oversight to support effective financial management and implementation of the project. He or she will oversee all aspects of financial management, including financial systems, budgeting, expenditure tracking, financial reporting, and accounting for both the prime contractor and subcontractors. This individual will be responsible for the effective management of funds to maximize operational impact while minimizing risk, while ensuring that adequate control and compliance structures are in place over the program funds. He or she will conduct financial analysis in areas such as forecasting, budgeting, engaging in cost reduction analysis, and reviewing operational performance. The Operations, Finance, and Compliance Director will oversee and audit the work of the finance department, providing guidance to staff and leadership in financial reporting for annual budget planning, audit reviews, etc. S/he will work with FHI 360’s finance and compliance staff, the program’s Chief of Party, and the technical team to ensure the provision of quality, compliant technical activities and timely, responsive collaboration with the client and other stakeholders.

Qualifications:

  • A minimum of a Master’s degree (or foreign equivalent) in Business, Accounting, Finance, Compliance, Project Management, or related field relevant to the position requirements required.
  • At least 12 years of experience in operations, human resources, administrative, compliance, and financial management for large complex projects, of which at least five years were working in the field of international development, with strong experience with funds control, and the ability to monitor fraud and abuse.
  • Experience working with USAID projects.
  • Comprehensive and demonstrable understanding of USG policies and regulations.
  • Must have all necessary computer, software, interpersonal, and analytical skills to ensure compliance with financial and operational requirements for a large scale, complex project.
  • Excellent oral and written communication skills in French required.
  • Proficiency in oral and written communication in English preferred.
