Norwegian Church Aid (NCA) is seeking a highly experienced and strategic Operations Manager to lead and oversee operational functions across Sudan, with a particular focus on managing and representing NCA in Gedaref – our largest operational hub.

NCA established a sub-office in Gedaref, Eastern Sudan, in response to the Tigray refugee crisis in November 2020. Following the outbreak of conflict in Khartoum in April 2023, Gedaref now hosts the majority of our staff and programming. The Operations Manager will ensure smooth and compliant operations country-wide, while also providing strong leadership and representation in Gedaref.

Key Qualifications

  • Minimum 10 years of experience in humanitarian aid and development, including work in high-risk and complex contexts.
  • Proven experience in managing support services: Human Resources, Logistics, and Procurement.
  • Demonstrated ability to lead and manage multicultural teams.
  • Relevant advanced tertiary education (Master’s degree or equivalent).

Areas of Responsibility

  • Ensure effective and efficient operations in line with NCA global policies and Sudanese legislation.
  • Lead and strengthen routines and systems in HR, logistics, procurement, facilities, and fleet management.
  • Ensure high performance and capacity building of the operations team.
  • Manage the Gedaref office and represent NCA with government, INGO, donor, and coordination stakeholders.

Main Tasks

Operations & Administration

  • Lead and build the capacity of HR, logistics, and procurement staff.
  • Coordinate operational support across field offices and departments.
  • Oversee legal and regulatory compliance, including agreements and registrations.
  • Ensure proper management of office facilities, staff housing, and documentation systems.
  • Manage travel and transport logistics for staff and visitors.
  • Represent NCA at state-level engagements.

Logistics & Procurement

  • Ensure compliance with NCA and donor procurement policies.
  • Provide quality control for procurement documentation and contracts.
  • Support partners in meeting logistics and procurement standards.
  • Maintain updated asset records and ensure effective fleet management.

Safety & Security

  • Ensure adherence to Local Security Rules (LSRs), SOPs, and contingency plans in Gedaref.

Capacity Building

  • Facilitate training and capacity development for NCA and partner staff on operational systems and procedures.

Additional Responsibilities

  • Member of NCA Sudan’s Senior Management Team.
  • Support recruitment and nationalization of key functions.
  • Perform other duties as assigned by the Country Director or management.
