Chemonics seeks an operations manager for the USAID/Office of Transition Initiative’s (OTI’s) ongoing $34.1 million Burkina Faso Regional Program. The program, awarded in July 2018, aims to maintain and increase stability in Burkina Faso, including by addressing the threat that violent extremist organizations pose. The operations manager’s assignment will last 37 months, from approximately January 2019 to February 2022. The program has three expansion options that USAID/OTI may decide to activate. Based in Ouagadougou, Burkina Faso, the operations manager will likely travel frequently to the regional offices in Dori and Ouahigouya. Should the program expansion options be activated, the position will likely involve travel throughout the Sahel region. The operations manager will be responsible for all operations, including administration, logistics, procurement, budgeting, financial accounting, and property. Although not directly responsible for overseeing activity development, the operations manager must have a good grasp of program activities and be prepared to support the chief of party and other program staff in activity development while remaining attentive to Burkina Faso’s local political, legal, and economic dynamics and prepared to continuously adapt the program in response. Responsibilities include:

  • Ensure program implementation complies with USAID regulations and procedures and the scope of work’s specifications
  • Monitor grantee worthiness, ensuring that all procurement processes are perceived as transparent and fair by beneficiary communities, reviewing financial management, and monitoring grant implementation
  • Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices are made in accordance with the Contractor Procurement Guide
  • Supervise the contractor’s day-to-day field presence in operations, administration, logistics, procurement, budgeting, and financial accounting
  • Serve as acting chief of party when the chief of party is absent
  • Supervise the contract’s daily financial operations, which include cash flow management; time sheet recording; reporting to USAID/OTI on the project’s financial aspects; and daily monitoring of obligations, budgets, and expenditures
  • Ensure continuous liquidity for the project, handle all human resource issues, supervise the day-to-day implementation of all grants made under the program, and investigate and identify new ways of achieving project efficiencies
  • Coordinate with Chemonics’ home office to address all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions
  • Maintain and update field manuals

Qualifications:

  • Minimum of five years of experience working on donor-funded projects in a related role; supervisory experience preferred
  • Experience managing an office or program with a donor, contractor, or international NGO preferred
  • Experience working in developing countries; experience in a fragile or transitional state environment preferred
  • Fluency in Chemonics and USAID policies and procedures related to human resources, financial management, financial reporting, procurement processes, systems, and grants management
  • Demonstrated understanding of OTI programming, principles, and the activity implementation cycle preferred
  • Ability to troubleshoot issues, think innovatively, and adapt operations to programming needs while ensuring that they remain compliant with Chemonics and USAID rules and regulations
  • Knowledge of and experience using SharePoint and Google Docs as well as other internet communication capabilities to streamline operational efficiencies
  • Experience with grants or small grants under contract programs, preferably cash grants to local organizations
  • Demonstrated experience and knowledge related to establishing systems and overseeing program closeout preferred
  • Experience working in Burkina Faso or other Sahel countries preferred
  • Experience working in security-challenged environments preferred
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in English and French required
