Context:

Under overall supervision of the Chief of Mission, the direct supervision of the Camp Coordination and Camp Management (CCCM)/Displacement Management Coordinator and in close coordination with Head of Programmes and Operations, the successful candidate will be responsible for monitoring and assisting with the operational management of site planning and maintenance within the CCCM and Durable Solutions portfolio of the Mission.

The position is based in Pemba with frequent travels to Beira, and other locations as necessary.

Core Functions / Responsibilities:

  1. Provide support to the CCCM programme implementation by contributing technical inputs for the development of site planning and following up on site maintenance activities.
  2. Supervise the work of the contractors, ensuring that regular and systematic technical inspections are performed to ensure that the intended quality and scope are respected during implementation.
  3. Supervise the work of casual laborers in site development and maintenance activities.
  4. Follow up on CCCM procurement and stock management to help ensure levels remain operational.
  5. Prepare and /or revise Bill of Quantities for the implementation of construction activities of the CCCM and Durable Solutions portfolio.
  6. Prepare, adhere and respect the projects work plan (project schedule) designed and inform of any delay or workaround required for timely completion of activities relating to the plan.
  7. Provide technical guidance and assistance to support CCCM structural set up in satellite offices.
  8. Facilitate the integration of Communication with Communities (CwC) activities into Site Management operations, including targeting for camps and out of camps, and check that the displaced are aware of the assistance and services available in the site and how to access them.
  9. Monitor stock levels of CCCM assets and their maintenance to facilitate ready deployment.
  10. Facilitate the establishment of adequate camp management systems for sites in the area, either through IOM direct staffing or partners, and work closely with the DTM team so that data on sites is adequately tracked and feeding into the operational response.
  11. Coordinate with the Shelter, Health, Protection, DTM, and other relevant IOM operational teams to facilitate the provision of services in the camps.
  12. In close coordination with the Programme Manager, contribute to capacity building activities for stakeholders, including government counterparts.
  13. Participate in multisectoral assessments.
  14. Participate in community engagement activities and facilitate team operations on the ground.
  15. Perform any other duties that may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil Engineering, Business Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with at least four years of relevant professional experience.

Experience

• General professional experience in field of Engineering, in construction projects of large scale within the humanitarian sector;

• Specific experience in construction works of Refugee/ IDP camp settlements for humanitarian projects;

• Experience in conflict/emergency zones and in working in a risk environment, project management, implementation and administrative & financial management;

• Experience in liaising with governmental authorities and local communities, as well as national and international institutions;

• Previous experience with CCCM and/or Displacement Tracking Matrix (DTM) programmes is advantageous;

• Experience working in international organizations or the Government is required;

• Experience in the preparation of talking points for high-level meetings is desirable.

Skills

• Strong knowledge of the structures and operating models of the Government is a strong asset;

• Strong writing skills in formal Portuguese and English is an advantage;

• Understanding of migration dynamics and their impact on vulnerabilities;

• Knowledge of project management cycle and demonstrated experience in managing projects in a humanitarian context;

• Demonstrated skills in monitoring and evaluation and data analysis;

• Excellent writing and synthesis skills, and experience in report writing, including the development of recommendations for policy makers;

• Demonstrated ability to deliver quality assignments under tight timeframes;

• Ability to work independently, to follow leads and to be innovative in obtaining and triangulating information from a variety of sources;

• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email and AutoCAD.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). In addition, Fluency in

Portuguese is highly desirable. Working knowledge of local languages an advantage.
