OVERVIEW OF THE POSITION

There is a problem of weapons and explosive contamination in Mali, following historical and

recent conflict. There is clear evidence of the presence of landmines, UXO, IED and insecure stockpiles of weapons and ammunition (abandoned or neglected). There were more than 130 recorded victims of UXO

since 2012.

MINUSMA established under security council resolution 2100 and the mandate further developed under

resolution 2164. In accordance with these mandates, the UNMAS has engaged our client to implement a mine action program in Mali.

UNMAS and our clients mine action program is seeking to:

  • Reduce the explosive threat to AFISMA/MINUSMA and UN personnel.
  • Enhance national capacity to mitigate explosive threats.
  • Improve the protection of civilians.

GENERAL FUNCTIONS

Role objective:

The Ops/QA Officer will be responsible for the administration and management of the work in

support of all projects related to support to MINUSMA. S/he will report to the UNMAS Chief of

Operations but will be managed and receive day to day tasking from the Regional Area Coordinator.

Expected output:

S/he is responsible for the provision and implementation of the following:

  • Responsible for all aspects of mine action related activities carried out by staff under your supervision and control.
  • Implementation and monitoring of technical and national safety standards.
  • When requested, act as the Investigating Officer for Detailed Independent Investigations or Boards of Inquiry for Mine/UXO accidents or incidents.
  • Debriefing the MA organizations on QA achievements and QA assessments and ensure that all QA assessment data is captured through the appropriate QA documentation and QA tracker.
  • Provide guidance on any specific corrective actions to be taken by organizations, following an inspection, which finds a critical non-conformity.
  • Ensure proper maintenance of documentation for all inspected land.
  • Responsible for ensuring proper storage of explosives in accordance with national and international guidelines an ensure control and security of explosives that are used by implementing mine action organisations within the AOR.
  • Conduct training on landmine clearance, ERW clearance and IEDD/CIED as required.
  • The implementation of a QA management system and ensure that the system is being applied in a fair and equitable manner, and that accreditation, licensing and monitoring does not interrupt or delay MA projects.
  • Conduct routine on-site QA of mine action organization operations (for monitoring and post clearance inspections) and as part of the Accreditation process.
  • Understand the IMAS and IATG’s, ensure that mine action organization SOP are in compliance with the IMAS and IATG’s

and are conducting safe and effective mine action and PSSM operations.

  • As directed by the Regional Area Coordinator, coordinate, facilitate and prioritize all operational tasking within the area of responsibility.
  • Oversee and coordinate the implementation, execution and completion of all mine action related operations for projects in support to MINUSMA within the area of responsibility. In particular operations conducted by the mission EOD assets.
  • Conduct quality control on training and mentor-ship carried out by contracted trainers and mentors to the benefit of MINUSMA personnel, civilian and military.
  • Provide advice and input into the development of strategic and procedural documents related to EOD/IEDD matters in support to MINUSMA.
  • As directed by the Regional Area Coordinator, coordinate efforts in the area of capacity building relations in mine action and against the risks posed by explosive threats (EOD and IED) in accordance with the approved project work plan.
  • Comprehensive general operational management of the Regional UNMAS office in absence of the Regional Area Coordinator.
  • Other tasks as directed by the Program Manager and Chief of Operations.

Project reporting:

ESSENTIAL EXPERIENCE

Education:

  • Master’s degree in any relevant discipline. and/or Bachelor’s degree in any relevant discipline..

Work experience:

  • Minimum of 7 years of demonstrable relevant Mine Action experience.

Geographical experience:

  • Minimum of 3 years of experience in Africa with local experience in Gao is an advantage.

Languages:

  • Fluency in French (essential) and English (desirable).

  • Master’s Degree or equivalent with a minimum of 5 years of relevant experience or a Bachelor’s Degree or equivalent with a minimum of 7 years of relevant experience or Military experience with a minimum of 11 years’ experience in the field of Explosive Ordnance Disposal (EOD) and/or Improvised Explosive Device Disposal (IEDD) (Military and/or civilian).
  • Hold an IMAS Level 3+ qualification.

Experience:

  • At least 5 years’ experience in planning and coordinating mine action activities, specifically EOD

tasks, weapons and ammunition management related tasks, C-IED related tasks, IEDD related tasks.

  • Previous experience in planning and coordinating tasks related to Risk Education and/or Victim Assistance will be an advantage.
  • Experience with training foreign nationals in EOD/IEDD techniques desired.
  • Recent C-IED operational field experience (within the last 36 months) within a military or civilian governmental program desired.
  • Experience with the QA and QC process with regard to humanitarian mine action desired.
  • Knowledge of the UN system procedures is an asset.
  • Proof of having worked in a hardship posting, previous experience of working in Mali would be an

advantage.

  • Fluency in French & basic knowledge of English would be an advantage.

Other relevant information:

  • Physically fit and healthy.
  • Driving licence internationally recognized.
  • Must be proficient in the use of Microsoft Excel and Microsoft Word.
  • Thorough knowledge of IMAS.
  • Self-reliant, able to take sound decisions and work independently and ability to live in severe field conditions and to effectively work in a multicultural and stressful environment.
