Project Summary:

The USAID/Somalia Bar ama Baro, BAB “Teach or Learn” Program works to increase access to quality education for a targeted number of out-of-school children and youth (ages ~8-15 years) in specific regions of Somalia. The program will work to increase student enrollment in accelerated education program (AEP) sites, improve their safety, monitor acquisition of literacy, numeracy, and socio-emotional learning (SEL) skills among the learners who enroll in them, and enhance the Federal Government of Somalia (FGS) Ministry of Education, Culture, and Higher Education’s (MoECHE’s) capacity to regulate them.

Position Summary:

The Outreach and Communications Manager will be responsible for leading, directing, and managing the public affairs and outreach communications of a USAID-funded Bar Amo Baro education project.

Reporting & Supervision:

The Outreach and Communications Manager will report directly to the Deputy Chief of Party. The position will supervise and be programmatically supported by a Mogadishu-based Outreach and Communications Officer.

Primary Responsibilities:

· Create and implement comprehensive communications outreach plan that utilizes relevant channels for the dissemination of information on project activities and their results;

· Advises and counsels the staff on public relations techniques impacting program activities including potential problems and opportunities in the various communities served;

· Provides appropriate materials to the USAID Mission about the project that may be used dissemination on Mission web pages, other USAID Missions, visiting delegations and to HQ;

· Writes and supervises the writing and disseminating of success stories, feature stories, news releases and selected reports (such as USAID quarterly and annual reports);

· Produces content for use on social media and manages these outlets;

· Identifies and works with outside contractors, such as photographers, videographers and other communications professionals, to meet the goals of program.

· Produces posters, signs, displays, media campaigns, etc.;

· Implements the USAID Branding and Marking Plan for the project;

· Support the Chief of Party (COP) in consolidating the project’s reporting requirements;

· Ensures that reports are submitted to USAID on a timely fashion.

· Identify and write success stories that meet USAID’s standards

· Organize outreach events

· Collaborate with HQ Communications team

Required Skills and Qualifications:

· Masters degree in Communications/ Journalism, bachelor’s degree in mass communications or related filed.

· A minimum of six (6) years of work experience in Communications or other relevant fields, having a similar scope to this activity, with progressively higher responsibility.

· Experience supporting large project communications departments and activities;

· Experience in social media management and content production;

· Experience in developing communications plans;

· Experience in training and/or mentoring staff;

· Experience in dealing with media companies/organizations;

· Identifies and works with outside media contractors, such as photographers, videographers and other communications professionals, to meet the goals of program;

· Language: English required;

· Strong English writing and editing skills

· Must have exceptional oral and written communications skills

· Must be professionally proficient in written and spoken English.

· Must be fluent in written and spoken Somali language.

· Must have experience translating materials from English to standard Somali and from standard Somali to English.

· Must be able to demonstrate leadership and team-building skills

· Must be able to engage positively and productively with a diverse population of team members, stakeholders and government counterparts.

· Must have a valid Somali passport, or at least valid Somali national ID card and work permit, or obtain within 90-days of contract signing, to facilitate living and working in Somali and work- related travel throughout BAB Program area of implementation.

· Experience of working on Donor funded projects, preferably with USAID.

  • Experience with Adobe Creative Suite or other graphic design programs.
