A) POSITION SUMMARY**

The Outreach Officer is responsible for supporting SIHA in the implementation, monitoring and reporting on all SIHA programmes relevant to the particular SIHA office and location. The OO will be responsible for establishing community relations and linkages, community mobilization, direct support and communication with target populations, and general follow-up with all relevant authorities and community members. The OO is also responsible for assisting SIHA in the organisation of activities and events, including logistical operations such as obtaining quotations, communicating with participants, making travel arrangements, booking venues, and other relevant logistical work. The OO is also responsible for supporting activity planning, implementation and reporting and the monitoring of outcomes and will support SIHA staff in all other aspects of SIHA operations as required. The OO reports directly to the Project Officer or Area Coordinator responsible for the relevant office and operations. SIHA is a growing organization and is seeking candidates capable of contributing to this growth and assisting SIHA to make important impacts on women and girls’ well-being in the Horn of Africa.

B) PRIMARY RESPONSIBILITIES

· Support SIHA office and staff in the planning and implementation of various activities or events as required, including logistical operations and communication;

· Establish strong community relations, mobilize communities for events and activities, and maintain good communication with all relevant authorities and community members;

· Support SIHA office and staff in the monitoring of activities and outcomes of projects and contribute to reporting as required;

· Support SIHA office and staff in the submission of documents and reports to regional office as required;

· Conduct community outreach and engagement programs and events, including organizing community forums;

· Engage with CBOs, sexual violence survivors and sexual reproductive health service providers in Arua to provide a contextual representation of SGBV and SRHR on ground;

· To establish a link between SIHA projects and communities in Arua;

· Provide administrative support to SIHA Arua Office

A) IDEAL CANDIDATE QUALIFICATIONS

a) University-level education in human rights, women’s rights, project management, development / humanitarian studies, gender studies, law, or a related field;

b) Experience working in the human rights / non-governmental organization sector, with ability to provide relevant references;

c) Expressed interested in gender and women’s rights / empowerment and improving conditions for women and girls in the Horn of Africa;

d) Hard-worker, with ability to put in extra hours during peak periods of activity;

e) Proven knowledge of local-level political / social / cultural dynamics;

f) Proven knowledge of local-level stakeholders, persons of influence, and the ability to liaise with these actors in reference to SIHA work in the region;

g) Ability to travel regionally as required;

h) Punctual, attentive, and enthusiastic;

A) SIHA Background

The Strategic Initiative for Women in the Horn of Africa (SIHA) is a network of civil society organizations from Sudan, South Sudan, Somalia, Somaliland, Ethiopia, Eritrea, Djibouti, and Uganda. SIHA’s Secretariat in Kampala provides programme support, guidance to active country programmes in Sudan, South Sudan, Djibouti, Ethiopia, and Somalia in additional to carrying out regional programming and advocacy work.

SIHA’s core mandate focuses on the following:

· Work to support women’s access to justice across the Horn of Africa in line with international and regional human rights mechanisms and to challenge the concepts and practices that promote violence against women through the application of militant religion and customary/traditional law;

· Engage with women community leaders, activists and women rights defenders and provide direct support to them and contribute to their skills development and promotion of their roles inside their countries and communities;

· Engage with women living in conflict situations, particularly in Sudan, South Sudan, and Somalia and provide support that contributes to the elimination of all forms of SGBV and other forms of violence directed against them and support their participation and voices in their country’s peace and security processes;

· Recognize and support the human rights of women IDPs / migrants and racial / religious minorities through strengthening their self-reliance and access to services, enhancing their capacity for collective activism, reducing their vulnerability to violence, and promoting their social and economic well-being.

As a regional platform for activists on gender equality and women’s human rights in the Horn of Africa, we have a unique role of being one of the few indigenous networks run by Civil Society from across the region. At SIHA, we are very keen on further maintaining our work to support education on effective campaigning and lobbying to address regional and international platforms using collective and coordinated approaches to create both powerful and sustainable social change in the Horn of Africa. Established in 1995 by a coalition of women’s rights activists with the aim of strengthening the capacities of women’s rights organizations and addressing women’s subordination and violence against women and girls in the Horn of Africa, SIHA has grown substantially and is now comprised of close to 75 member organizations.
