HELVETAS Swiss Intercooperation has the following vacancy for the Amhara Local Governance Project(ALGP) :The project has the aim of enabling communities in the project area benefit from improved delivery of basic services that are planned for in a participatory manner and delivered in a way that is accountable to all citizens. ALGP will therefore focus, in collaboration with the regional council and local CSOs, on strengthening the dialogue between the elected councils and citizens (political accountability) in order to understand citizen priorities in service delivery, and the legislative and oversight capacity of the council so that it can demand more responsive service delivery (administrative accountability). Major Duties and responsibilities:

Support partners in the preparation of details implementation plan (DIP); Provide supportive supervision to CSOs and coaching for further improvement of their technical capacity in planning and implementing project efficiently; Coordinate the establishment and functioning of Multi Stakeholder Platforms, establishing roles and responsibilities, and instituting oversight function; Participate in policy dialogue with government sectors, and other relevant stakeholders; Provide technical support for woreda planning office and pro- poor sectors to effectively incorporate the priority of the local community and disadvantaged groups; Work closely with implementing partners and build their capacity and provide technical expertise input in priority setting, participatory planning, budgeting and monitoring related interventions; Supports and facilitates the woreda plan office to include issues prioritized by community at kebele level, and assist the CSOs and councils to work with executives so as to enable them implement the priority of the local community. Plan and conduct quarterly and annual review meetings to assess progress, capture bottom-up feedback and learning from the ground, adjust plans, and draw/disseminate lessons learned; collaborate in intermediate results assessments, evaluations, and other monitoring events conducted; Engage with stakeholders, particularly plan commission teams, pro-poor sectors, and councils at Zonal and Woreda levels to support project implementation and coordination; gather, analyse and document relevant project related best practices and lessons learned as well as contextual, and development information for knowledge management, and share with project staff for organizational learning; and liaising with partners and stakeholders and coordinate workshops, seminars, platforms, forums, conferences, training programs

Duration: For the duration of the project on 31st December 2023

Salary & benefits: As per the salary scale of the organization for the position, and benefit packages and other terms in line with HELVETAS National Personnel Regulation 2018

Job Requirements

Qualification, Experience and Skills Required

A minimum of Bachelor’s Degree in community development, Economics, Sociology; a minimum of 3 years relevant experience in the area of technical coordination of planning, preferably within NGO setup; Knowledge of Ethiopian government development policies, strategies and programs ; Experience of working with pro-poor sectors at woreda , councils, and CSOs; Experience in implementing projects with results-based planning, monitoring and evaluation; Good command of MS Package (Word, Excel, Power Point and Outlook); Strong writing, reporting and communication skills; and Good command of English, both written and spoken.
