Job Description

The position objective is two-fold: first, to increase the capacity of the Ethiopia Partnerships Team during a particularly heavy Partnership / subgranting period; second, to provide capacity development and training support to current members of the Partnership Unit re: partner/subgrant project design, proposal development, donor compliance, BVA, OTIS, budget development, and the Sub Award Partnerships Management System (SPMS).

The Partnership Manager will contribute to overall Partnership management at IRC Ethiopia. The position reports to the Senior Grants Coordinator and supervises a team of 1 or 2 Partnership Officers. This position is based in Addis Ababa with occasional trips to field sites, if needed. The Partnership Manager will work collaboratively with the all 10 members of the Grants and Partnership Unit, the technical coordinators, operations team, and the finance team.

Responsibilities:

  1. Proposals
  • Coordinate proposal development as it relates to Partner identification, teaming agreements and collaboration on joint proposals and ensure proper review at the HQ level, gathering input from technical coordinators, technical advisors, Research, Monitoring and Evaluation staff, and the Regional Unit on partner compliance / pre-award. In particular, incorporate partnerships-relevant information in new proposals, including the identification of new partners during project design stage.
  • Analyse partner budget narratives, edit proposals and partner logframes
  • Monitor and support the use of management tools such as Budget vs. Actual (BVA) for the proper monitoring and the successful implementation of subgrants and issue early warning in case of obstacles or challenges with subgrantees.
  • Support Partnerships Unit in reviewing partners’ proposals for Emergency Response / Rapid Response Mechanism and guiding partners on budgeting and technical narrative writing processes.
  • Liaise with NY and UK grant units in order to ensure subgrant proposals meet internal standards, apply IRC’s Outcomes Evidence Framework (OEF), are in line with IRC Ethiopia’s Strategic Action Plan (SAP) and are donor compliant.
  1. Reporting
  • Support the Partnership Unit’s members in the subgrant reporting, monitoring and evaluation. Ensure that reports to donors are submitted on time; that reports are coherent and accurate (quarterly, interim or final reports).
  • Contribute to SubGrant Opening and Closing meetings.
  • Lead the SPMS implementation in Ethiopia, and train Partnership Unit staff on proper use of the SPMS.
  1. Donor Compliance
  • Research donor compliance issues for new opportunities or existing grants, as needed.
  • Review donor agreements in relation to subgrant compliance requirements.
  • Ensure that subgrants are implemented in compliance with IRC and relevant donor regulations.
  • Support the Partnerships Team to ensure that partnership and sub-grant related administrative processes and procedures are consistently implemented throughout the program, including pre-award compliance checks, agreements, and disbursements and reporting.
  1. Communication and Information Management
  • Keep an updated inventory of all communications related to subgrants and ensure communication and visibility requirements are met.
  1. Management and Capacity Building
  • Provide on-the-job training to Partnerships Unit’s members. Topics may include BVA, OTIS, SPMS, project design, proposal development, budget development, Grant/Subgrant Opening and Closing meetings etc.
  1. Administrative/Other
  • Ensure OTIS data is up to date for all assigned new proposals/subgrants. Secure all OTIS approvals for the assigned new proposals/subgrants prior to submission to the donor.

Housing:

  • This position is non-accompanied. Free private housing will be provided either at a hotel or at an IRC apartment that includes amenities such as wifi internet, cable TV etc.

Job Requirements:

  • Masters degree (MA) or equivalent in international affairs, development, international political economy, math/statistics/economics or related subject desired; BA required.
  • Fluency in English, spoken and written.
  • One year of IRC experience working in grants management (grants ranging from 0.5-5m USD) and proposal/business development/design required; IRC work experience in East Africa preferred;
  • Prior knowledge of donor regulations (UNHCR, OFDA, USAID, ECHO, DFID, SIDA, UNICEF, etc.)
  • Proven previous successful experience developing projects, writing proposals and donor reports required; experience with OCHA and UNHCR proposals strongly desired.
  • Previous experience managing sub grantees and partnerships on ECHO and OFDA projects a strong advantage highly desired
  • Good communicator with strong organizational, time management and analytical skills
  • Excellent inter-personal, cultural and diplomatic skills
  • Strong writing and editing skills with close attention to detail
  • Flexibility to adapt to changing requirements
  • Strong capacity to mentor and build capacity of staff
  • Ability to juggle competing priorities, meet demanding deadlines and work under pressure in unstable security environments

Strong computer skills required; advanced MS Excel and Math (Algebra) skills strongly desired.

The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
