Role Title: People & Duty of Care Manager

Job/Role Purpose: To deliver HR business partnering and high- quality people support services to project in Sierra Leone, throughout the project cycle to enable VSO people (employee and volunteers) to deliver the project successfully. To lead all resourcing and recruitment of the project and provide guidance on VSO policies through interpretation of national employment laws.

Task Responsibilities

Recruitment

Deliver the end-to-end recruitment of people resources to support a successful project delivery.
Support in planning and facilitating recruitment and selection processes in country and participating in interview panels (as applicable).
Lead on quality assurance and contract management of employee & volunteer recruitment.
Always ensure excellent candidate and stakeholder management.
Proactively manage the talent pool and pipeline for all roles in the project.
Ensure to accurately capture and analysis of all candidate data on the HRIS for business reporting.
Collaborate with colleagues to ensure a timely and effective on-boarding process for all candidates in country.

Talent Management

Ensure that VSO global processes are followed for resourcing, induction, performance management and people management.
Provide HR business partnering to project team on all aspects of people management.
Cultivate an environment in which opportunities to develop the skills, experience and behaviours required at VSO are identified.
Responsible for administration of VSO People management system both hard and electronic records ensuring accuracy, up-to-date, data protection and confidentiality, timely accessibility to information and HR analytic reports required for effective project delivery and reporting.

Employee Relations

Provide guidance on VSO Policy through interpretation of national employment legislation, ensuring that legal compliance is maintained.
Provide support in handling volunteer complaints, grievance, and disciplinary processes.
Support line managers and volunteer leads with upholding code of conduct/performance.
Collaborate with Global People team to ensure that employee/volunteer data management and payroll policies and procedures are deployed and adhered.

Duty of Care Support & Guidance

Work closely with and support project implementation team for effective implementation and mainstreaming of safeguarding policy including child protection.
Focus on strengthening a safe culture and environment, promoting safeguarding awareness and ensuring that across the project, staff & volunteers are encouraged and feel empowered to report.
Collate, analyze and disseminate security information as approved or advised by the Global Security Team and Project Manager Livelihoods to VSO staff, volunteers and ensuring the information remains accurate and neutral.
Contribute to the development or review of VSO security protocols and support as required in updating VSO’s safety and security plan and protocols.
Liaise with global medical team on matters related to staff & volunteer’s medical and seek advice.

Competence required

Knowledge/qualifications:

Degree in HR or related areas
Safeguarding and HR related training & certification would be added advantage.

Experience:

At least 5 years of experience in HR and or safeguarding/duty of care.
Practical experience in recruitment, induction and HR business partnering services.
Practical experience of designing and delivering the capacity development program related to safeguarding.
Experience of advisory, communication and networking skills.
Experience of working in Sierra Leone.

Skills/Abilities:

Ability to actively support project team to manage safeguarding issues. Time management skills. Strong organization skills.
Ability to handle highly confidential information with tact, discretion, and sensitivity.
Self-motivated, ability to use own initiative and flexibility.
Strong interpersonal skills and confidence in working in international settings.
Excellent communication skills with good command of spoken and written English
Able to travel across project implementation sites and spend time away from work- base location and home.
