Job Description

The Pharmaceutical Logistic Coordinator will work under the direct supervision of SWAN Consortium Lead and will be responsible for all pharmaceutical supply management related tasks of SWAN Project. Among the major tasks include: pharmaceutical quantification and estimation of need, preparation of procurement plan, ensuring the quality of storage at the warehouse meet WHO standard, facilitate and lead timely transportation and distribution of medical supplies and equipment to delivery sites, ensure quality of procured pharmaceuticals, ensure the pharmaceutical supply chain meets Save the Children and donor regulations. S/he will provide technical assistance for CO and field team on pharmaceutical logistics management, represent in different humanitarian and rapid response team meetings. She/he will ensure implementation medical / Pharmaceutical standards in Save the Children.KEY AREAS OF ACCOUNTABILITY:

·       S/he will prepare pharmaceutical quantification and estimation of need, developing specification of medical supplies and equipment and placing of procurement request

·       She /He will ensure the placement of proper pharmaceutical supply chin information system in all the project areas and will also be involved in all supply chain technical field of expertise (pharmaceutical quantification, consumption monitoring, and order compliance, Verification and sign up).

·       Coordination of response program medical supplies including policies and procedures for the management of medical supply chain including the sourcing pipe line planning from the field office to Ethiopia Country office

·       Ensure timely preparation and distribution of Medical supplies and equipment’s to the field health facilities and Support forecasting and quantification of emergency health kits obtained from the designated warehouse and those procured through the Project.

·       Provide technical assistance in distribution and transportation of medical supplies and Support good storage and distribution practices supported by the project on a day to day basis

·       Pharmaceutical Logistics Coordinator will focus on pharmaceutical and supplies commodity system and policy issues within the context of the Save the Children Ethiopia Office portfolio, the drug supply chain meet

·       Ensure Save the Children and donor regulations are followed up and maintained. Specifically, the officer will provide support through technical assistance in procurement, rational drug use, pharmaceutical waste management, drug quality and other related initiatives

·       In addition, assist the Health program managers and Emergency managers to further integrate and align medical supply chain program activities.

·       Provide technical assistance in management of the SC pharmaceuticals and medical supplies stock on a day to day basis and ensure that guidelines are in line with the SC procedures.

·       Importation: check the required documentations fulfilment in consultation with Logistics units, he/she liaises with clearing agents and regulators during the importation of goods facilitate customs and duty payments and represent Save the Children International Ethiopia country office when clarification is required.

·       Ensuring that the disposals of expired medicines are according to Save the Children safety standards and waste management protocols and National legislation when existing, in cooperation with other responsible units.

·       Provide regular supportive supervision on quality stock management of health kits using bin-card and stock cards at health facility and district health office level.

·       The post holder will comply with all relevant Save the Children Policies and procedures with respect to Child Safe Guarding, Human Trafficking and Modern Slavery, Fraud Bribery and Corruption, and Code of Conduct

·       Based on the emergency health and nutrition situation in the implementation areas, prepare pharmaceutical quantification and estimation of need, developing specification of medical supplies and equipment and placing of procurement request Facilitate the translation and implementation of procedures and processes related to the quantification, procurement, distribution, rational use, and management of essential drugs at save the Children

·       Assist in management of the SC pharmaceuticals and medical supplies stock on a day to day basis and ensure that guidelines are in line with the SC procedures.

·       Provide assistance to build technical competency within the elements of pharmaceuticals and medical consumables management in line with SC global guideline.

·       Provide on the ground monitoring and document progress towards achieving expected results using performance indicators.

·       Contribute to the development and implementation of supply chain management of essential drugs and medical consumables technical work plan and follow up of its implementation.

·       In addition, assist the health program managers and emergency managers to further integrate and align medical supply chain program activities.

·       Participate in the rapid Response team to provide humanitarian support to conflict/ other natural or manmade disasters affected people based on the gaps identified and discussion with consortium lead and emergency health and nutrition specialist

·       Responsible for stock control and managing medical store ensuring security and maintenances and that medical stocks are kept in proper storage

·       Inspect goods on arrival at warehouse.

·       Ensure that all procured items are delivered to the warehouses and proper warehouse documents are issued

·       Ensure appropriate documentation, tracking and filing of all procurement activities by following standard procedures and guidelines of SCI to ensure traceability of all documents

·       Ensure proper cold chain management.

·       Capacity building of the regional warehouse personnel.

·       Ensure the SWAN medical warehouse fulfils all the WHO standards of Good Storage Practice.

·       When pharmaceuticals are distributed to regional offices, confirm the distribution practice is as per WHO standard of Good distribution practice.

·       The post holder will comply with all relevant Save the Children Policies and procedures with respect to Child Safe Guarding, Human Trafficking and Modern Slavery, Fraud Bribery and Corruption, and Code of Conduct.

Job Requirements

·       BSC degree in Pharmacy at least 5 year of relevant experience in medical supplies, pharmaceutical logistics

·       Proven experience working in emergency response with GO/INGOs with specific experience in Drugs and medical supply chain management and knowledge of the Health systems in Ethiopia.

·       Significance knowledge of international humanitarian system, institutions and donors and of procedures, best practice in emergencies

·       Excellent interpersonal, communication and presentation skill

·       Commitment to and understanding of save the Children’s aims, values and principles including right based approaches

·       Good interpersonal skills,

·       Good written and spoken English

·       Knowledge of computer word processing, access and excel

·       Proven experience working in a team.

·       Commitment to and understanding of Save the Children’s International aims, values and principles.

Desirable

  • Experience working in NGOs on emergency pharmaceutical logistics is an added advantage
