Main Purpose

MSF continuously manages multiple construction projects simultaneously in order to supports the medical activities. During the initial phases of these projects, operations require technical support for project management and design, as well as temporary assistance for other activities (studies, planning, etc.).

The Planning & Design Officer (Assistant Maître d’Ouvrage – AMO) supports a portfolio of construction or renovation projects during the initial stages of the project cycle. Based at SUKA (Support Unit Kampala) in Kampala, the AMO supports missions and operational cells in their role as project owners. S.He:

•Assists in clarifying/defining needs in the form of a medico-operational program or project narative document.

•Translates these needs into a concept design while considering cost, quality, and timeline constraints.

•Recommends the methods and means to achieve the objectives by providing support in construction/renovation project management, proposing a contextualized project cycle, and an organizational structure tailored to the project’s specific needs.

•Supervises construction/renovation project management teams, providing functional management support.

Your main responsibilities

• play an advisory and propositional role, while the project owner: MSF operations remain the final decision-maker. Advises and proposals fitting with institutional overall strategy especially oriented in climate and environmental ambition (including carbon footing reduction roadmap).

• interact with different levels across various locations, from headquarters to the field, depending on the nature and progress of the projects.

•understand the nature and scale of the project and:

  • Proposes the most suitable management/governance approach in accordance with the latest internal rules and policies. They facilitate project coordination in its initial phase, enabling the project owner to fullfill their project management responsibilities.
  • Clarifies and prioritizes program elements (needs, administrative and technical constraints, possible risks), ensure a multidisciplinary approach with other support actors and structures them into a specifications document (project narrative) and a design concept.
  • Upon request from the project owner, facilitates the mobilization of needed resources for the construction project in the field.
  • May be authorized by the construction referent to validate local or regional service providers, materials, tools, or contextual implementation method.
  • Carries out any additional tasks relevant to the construction technical team, including the functional management of construction managers and occasionally site supervisors, participation in construction or shelter related emergencies, support on training linked to construction activities, and temporary replacement of the technical referent during absences.

Requirements

Essential

  • Fluent in French & English
  • Degree in Construction Project Management, Architecture, or Civil Engineering
  • 4 years minimum experience in construction project management
  • 2 diiferents project experience in hospital design
  • Experience in construction within the humanitarian sector or developing countries
  • Dynamic, organized, rigorous, with strong analytical and synthesis skills while respecting existing structures and their evolution.
  • Ability to collaborate, strong interpersonal skills, sense of dialogue, and good listening skills.
  • Ability to communicate at different levels and maintain a global vision of the project.
  • Proficiency in Autocad

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
