PRIMARY FUNCTION/PURPOSE

The Planning, Monitoring and Evaluation Consultant is expected to support the National Election Board of Ethiopia (hereinafter ‘NEBE’) in tracking planning and reporting across various departments, and developing NEBE’s monitoring and evaluation tools and overall impact evaluation approaches.

MAJOR DUTIES & RESPONSIBILITIES:

  ·       Based on NEBE’s mission and strategy, support the preparation of departmental plans to include monitoring and evaluating and reporting;

·       Support the design of performance management processes and tools for impact evaluation activities;

·       Harmonizing and coordinating planning and reporting guidelines on NEBE deliverables across all teams;

·       Organize training on planning and reporting processes and tools;

·       Guide teams on defining measurable targets and indicators for tracking and reporting;

·       Communicate frequently with NEBE teams to collect high quality performance-based data and analyze for reporting and insights;

·       Support planning and reporting processes between NEBE staff, partners, donors and relevant stakeholders;

·       Ensure forward integration of undelivered targets, recommendations and lessons learned during implementation.

Job Requirements

SKILLS & SPECIFICATIONS

  • Experience with and theoretical understanding of planning, program design, monitoring and impact evaluation, including planning frameworks such as logical framework, results framework and outcome mapping
  • Ability to thrive in a fast-moving, start-up environment, with an emphasis on high performance, teamwork, accountability and results
  • Highly facilitative and collaborative working style
  • Excellent analytical, problem-solving, and data gathering skills
  • Excellent oral and written communication skills
  • Strong set of personal values including integrity, honesty and desire to be of service
  • Hands-on experience with data management and analytical software such as SPSS/Stata
  • Ability to remain highly organized while handling multiple tasks under tight deadlines
  • Willingness to adhere to all principles of confidentiality

EDUCATION & QUALIFICATIONS

  • BSc/BA or MSc/MA degree in development evaluation, development studies, political science, public administration, international relations, statistics or other relevant fields.
  • At least 8 years hands-on experience for MSc/MA candidates and 9-10 years for BSc/BA candidates in planning, evaluation or program management.

LANGUAGE SKILLS:  Fluency in English and Amharic required; strong command in more than one NEBE working language preferred

TRAVEL:  Travel may be required.
